455 <br /> <br />RESOLUTION 93-0~ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AMENDING RESOLUTION <br />NOS. 82-110 AND 91-066 TO AMEND AND <br />DELETE CERTAIN SALARY AND BENEFIT <br />PROVISIONS FOR ALL CLASSES OF EMPLOYMENT <br />DESIGNATED AS EXECUTIVE AND MIDDLE <br />MANAGEMENT, AND UNAFFILIATED CONFIDENTIAL <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the <br /> City of Santa Aha requires the City Manager to prepare, install and <br /> maintain a position classification and pay plan subject to civil <br /> service rules and regulations and the approval of the City Council; <br />.and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and <br />adopted Resolution No. 82-110 revising and re-establishing the <br />Basic Classification and Compensation Plan for Officers and <br />Employees of the City of Santa Aha; and <br /> <br /> WHEREAS, on July 1, 1991, the City Council passed and adopted <br />Resolution No. 91-067, amending Resolution No. 82-110 to provide <br />for certain salary increases and certain benefits, including a <br />three-percent salary increase to be effected July 1, 1993, and a <br />Wellness and Physical Fitness Incentive Program, for classes of <br />employment designated as Unaffiliated Confidential (UC); and <br /> <br /> WHEREAS, on July 1, 1991, the City Council passed and adopted <br />Resolution No. 91-066, re-establishing the compensation plan for <br />classes of employment designated as Unrepresented Executive <br />Management (EM) and Middle Management (MM) and providing certain <br />benefits, including a Wellness and Physical Fitness Incentive <br />Program, and providing for certain salary increases, including a <br />seven-and-one-half-percent salary increase for Executive Management <br />classes and a three-percent salary increase for Middle Management <br />classes to be effected July 1, 1993, by adopting Schedules "EM3" <br />and "MM3," respectively; and <br /> <br /> WHEREAS, because of a revenue shortfall and the need to <br />balance the Fiscal Year 1993-94 budget, it is now recommended that <br />the City Council of the city of Santa Ana amend Resolution Nos. 82- <br />110 and 91-066 to delete the salary increases scheduled to be <br />implemented on July 1, 1993, and delete the Wellness and Physical <br />Fitness Incentive Programs for all classes of employment designated <br />as Unrepresented Executive and Middle Management, and Unaffiliated <br />Confidential; and <br /> <br /> <br />
