E. IBIT B MITIGATION MONITORING AND REPORTING PROGRAM The Santa Ana Redevelopment Agency is prop0si~g to establish a Community Facilities Improvement Plan on approximately 43.5% df the' ~s land area. The Draft and Final EIRs for the proposed redevelopment plan has been circulated and the Plan is being considered for adoption. As part of the CEQA review process, this mitigation monitoring and reporting program has been prepared to ensure that the recommended mitigation measures are applied to projects funded by the Plan. The mitigation monitoring program shall be submitted to t~ Lead Agency for consideration prior to completion of the environmental review process. TI~ mitigation monitoring program has been developed for the EIR for the Santa Ann Commnni~ Fadlities Improvement Plan to provide more specific information on the recommended mitigation measures. In addition, pursuant to Section 21081(a) of the Public Resources Code, findings must be adopted by the decision maker coincidental to certification of the EIR. The following language can be incorporated as part of the decision maker's findings of fact, and in compliance with requirements of the Public Resources Code· In accordance with requirements of Section 21081(a), 21081.6 and 21081.7 of the Public Resources Code, the Santa Ana Redevelopment Agency has made t~e following additional findings: That a mitigation reporting and monitoring program shall be implemented as specified in the EIR for the proposed Community Facilities Improvement Plan; That through covenant and agreement, tnior to the recordation of the final map, certificate of occupancy, and/or building permit for projects under the Plan, the Agency shall identify an appropriate licensed professional to provide certification that vompliance with the required mitigation measures has been effected; 597 Santa Ana CommuniO, Facilities Improvement Plan Mitigation Monitoring Program 1
