004 <br /> <br />RESOLUTION NO. <br />Page 2 <br /> <br />93-054 <br /> <br />e. Serve as a mediation board for resident <br />disputes (as referred by City Council or <br />staff) that are not governed by other codes or <br />laws. <br /> <br />f. Assist the Personnel Board in its review <br />of the City's affirmative action program. <br /> <br /> 4. The Commission may undertake, but is not limited to, the <br />following activities in an effort to fulfill the foregoing <br />responsibilities: <br /> <br />a. Identify, recommend and/or review <br />programs aimed at serving the City's youth. <br /> <br />b. Assist educational entities in the City <br />in the development of educational programs as <br />needed and when appropriate. <br /> <br />c. Identify funding sources available for <br />youth programs. <br /> <br />d. Serve as an audience for presentations <br />and information regarding improvement of the <br />human environment which are forwarded to the <br />Commission. <br /> <br />e. Develop a human environment plan that <br />would serve as a reference for City's plans. <br /> <br />f. Serve as a resource for staff and other <br />departments of the City. <br /> <br />g. Submit an annual report to the City <br />Council. <br /> <br /> 5. The Commission shall be comprised of nine (9) members who <br />shall be qualified electors of the City. The provisions of <br />sections 901 and 901.1 of the Charter of the City of Santa Ana <br />shall govern the appointment, removal, and terms of members of the <br />Commission and the existence of vacancies on the Commission. There <br />is no other restriction on the composition of the membership of the <br />Commission. <br /> <br /> 6. The Commission shall elect a chairman and a vice- <br />chairman on an annual basis. The chairman shall be responsible for <br />conducting Commission meetings. The Commission shall act on <br />matters as a committee of the whole, and shall not divide itself <br />into permanent standing committees.
