located to follow a section line from Sanka Aha along the <br />shortest route to the Westerly edge of said 3500 acres, and <br />· in order to comply with the spirit and intent of Re~olution <br />No. 60-77 the City Council did locate said 300 foot strip <br />across the l~nds of The Irvine Company Northerly of the <br />proposed San Diego Freeway, which, according to the represen- <br />tation of The Irvine Company prior to the enactment of <br />Resolution No. 60-77 would constitute the Northerly boundary <br /> <br />'line of the proposed University community, and it was imposs- <br /> ible to annex said 3500 acres without crossing the lands of <br /> The Irvine Company; and <br /> <br /> WHEREAS said 300 foot strip was located in such <br /> <br /> a manner as to be at least 8,000 feet North of the nearest <br /> portion of the University campus and not bisect any 'portion of <br /> said campus or of the proposed University community South of <br /> said proposed San Diego Freeway, all with the purpose and <br /> intent of not interfering with the orderly and planned de- <br /> velopment of the University campus or of the proposed Univer- <br /> sity community, and all with the further intent to comply fully <br /> with the cooperative attitude of the City Council as expressed <br /> in Resolution No. 60-77; and <br /> <br /> WHEREAS the annexation of the property described <br /> in said "Newport and Dyer S.E. Annex~ is necessary and de- <br /> sirable for the best interests and the welfare of all of the <br /> people of the City of Santa Ama, the County of Orange, and <br /> the State of California in that the owner of said 3500 acre <br /> parcel will expend in excess of $275,000,000°00 in building <br /> and developing a project known as Ressmoor Leisure World <br /> which will be a planned community of 40,000 senior citizens, <br /> complete with a 500-bed hospital and with extensive and appro- <br /> priate recreational, commercials and industrial facilities, <br /> <br /> <br />
