RESOLUTION 94-020 335 <br /> <br />The City will install a signalized pedestrian crossing of Main Street at <br />Russell Avenue, because this location has successfully met the warrant <br />criteria for a signalized intersection. <br /> <br />The City will install a pedestrian barrier in the proposed median on <br />Main Street between the new Main/McFadden intersection and Russell <br />Avenue, <br /> <br />The City will: 1) create a new access gate at the southwest comer of <br />Main Street and West McFadden; 2) leave in place the existing pedes- <br />trian opening on the west side of Main Street directly across from <br />East McFadden Street; and 3) improve the existing pedestrian access <br />gate at the northwest comer of Main/Rnssell Street. <br /> <br />£ <br />£ <br /> <br />Noise <br /> <br />Significant Effect <br /> <br />The project will result in increased noise levels for residences adjacent to the <br />realigned roadway. <br /> <br />Findin~z <br /> <br />Finding 1: <br /> <br />Changes or almmtions have been required in, or in- <br />corporated into, the project which avoid or substan- <br />tially lessen the significant environmental effect as <br />identified in the final EItL <br /> <br />Fac~ in Support of Finding <br /> <br />The significant effect has been suba~tantially lessened to the extent feasible by <br />virtue of the following mitigation n~easure identified in the Final EIR and <br />incorporated into the project. <br /> <br />4-1 <br /> <br />Noise attenuation will be provided as part of the project for the exist- <br />ing residences represented by receptors NR1, NR2, and the residence <br />west of NR1. Adequate attenuation will result from either a six foot <br />high noise wall, or a four foot high earthen berm.
