RESOLUTION 94-021 3?3 <br /> <br />Facts in Support of the Finding <br /> <br />Implementation of the following mitigation measure, which has been <br />incorporated into the proposed Plan, will substantially reduce <br />urban pollutant effects to a level of insignificance. <br /> <br />Prior to issuance of grading permits, if surface water is <br />collected anywhere for discharge as a point source, or if a <br />point source discharge is contemplated, the applicant shall <br />obtain an Elimination System Permit (NPDES) from the Regional <br />Water Quality Board. <br /> <br />SiGnificant Effect <br /> <br />The Specific Plan in conjunction with other development pursuant to <br />the General Plan would cumulatively place demands on the City's <br />storm drain system. <br /> <br />Finding <br /> <br />Finding l: <br /> <br />Changes or alterations have been required in, or <br />incorporated into, the project which avoid or <br />substantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />Facts in SUPPort of the Findin~ <br /> <br />Implementation of the following mitigation measures, which have <br />been incorporated into the proposed Plan, will substantially reduce <br />cumulative effects on the City's storm drain system to a level of <br />insignificance. Risks resulting from flooding would be reduced to <br />acceptable levels because all new structures would be required to <br />meet flood plain management requirements. <br /> <br />In conjunction with the submittal of applications for grading <br />permits, future applicants shall submit to the City Public <br />Works Agency, detailed drainage studies showing that the <br />future grading, in conjunction with the drainage conveyance <br />systems, would allow future building pads to be safe from <br />inundation from the 100-year flood. <br /> <br />In conformance with current City policy, buildings within the <br />flood zones shall be required to meet flood plain standards. <br /> <br />TRAFFIC AND CIRCULATION <br /> <br />SiGnificant Effect <br /> <br />The Specific Plan increases traffic by 1,446 trips or fourteen <br />percent more than the General Plan. <br /> <br />9 <br /> <br /> <br />
