Findina 1: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect identified in the Final EIR. Facts in support of the Findinq The following mitigation measures have been incorporated in the proposed Plan to reduce the disturbances and land use incompatibilities generated by the Plan to a level of insignificance. The City shall review all future land use proposals and circulation improvements on a pro~ect-by-project basis to ensure that proposals would be designed, developed, and constructed in accordance with standards and requirements of the North Harbor Boulevard Specific Plan and the Zoning Ordinance and all other appropriate laws and regulations. Additionally, the City shall establish design, development, and construction requirements, as appropriate, to ensure that land use incompatibilities and potential construction-related disturbances would be alleviated to the greatest extent possible. Prior to construction, proponents of future redevelopment and construction within the Specific Plan area shall acquire all required permits, including demolition, grading, and building permits. SiGnificant Effect The plan would implement objectives and recommendations of the City's General Plan, North Harbor Boulevard Redevelopment Plan and Strategy Plan and Santa Anita Neighborhood Plan. However, the Specific Plan would require an amendment to the City's General Plan and Zoning Ordinance.
