SIGNIFICANT ENVIRONMENTAL EFFECTS WHICH CANNOT BE AVOIDED IF <br /> THE PLAN IS IMPLEMENTED <br /> <br />AIR QUALITY <br /> <br />Sianificant Effect <br /> <br />Implementation of the proposed Plan would increase mobile and <br />stationary source emissions by 21 percent compared to existing <br />conditions; increase emissions as a result of increasing vehicle <br />miles traveled by 16.3 percent compared to existing conditions; <br />contribute to regionally significant Carbon Monoxide and Nitrogen <br />Oxide emissions; and contribute to the degradation of cumulative <br />local and regional air quality in conjunction with other <br />development pursuant to the Santa Aha General Plan. <br /> <br />Findina <br /> <br />Findin~ 1: <br /> <br />Changes or alterations have been required in, or <br />incorporated into, the project which avoid or <br />substantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />Facts in Support of the Findinq <br /> <br />The following mitigation measures have been incorporated in the <br />proposed Plan to reduce the long term mobile and stationary air <br />quality emissions generated by traffic and electrical and natural <br />gas utilities associated with the Plan: <br /> <br />Stationary source emissions shall be reduced through energy <br />efficient design practices as required by Title 24 of the <br />State Administrative Code. The City shall review future <br />proposals on a project-by-project basis to ensure compliance. <br /> <br />Employers of more than 100 persons, or individual developments <br />that could be expected to have more than 100 persons employed <br />upon completion, are required to devise and implement <br />transportation demand reduction measures in accordance with <br />the South Coast Air Quality Management District' Regulation XV <br />and the City of Santa Ana's Transportation Demand Management <br />Ordinance. <br /> <br />Bus turnouts and shelters that conform to the standards of the <br />Orange County Transit District shall be provided in accordance <br />with Section 8.4.3 of the North Harbor Specific Plan. At a <br />minimum, shelters shall be located at the intersections of <br />Harbor Boulevard and Westminster Avenue, First Street, <br />McFadden Avenue, and Edinger Avenue. <br /> <br />Even with these mitigation measures, the contribution of the Plan <br />to long term regional air quality emissions cannot be mitigated to <br /> <br />18 <br /> <br /> <br />
