The study area is <br />located in the northwest portion of the City of Santa Ana and is <br />bounded by Westminster Avenue to the north, the northern Fountain <br />Valley City limit to the south, Newhope Street to the west and the <br />Santa Ana River to the east. <br /> <br />The Specific Plan area encompasses a smaller portion of the study <br />area and is 424.6 acres. The plan area includes parcels along <br />Harbor Boulevard in the north/south direction, along Fifth and <br />First Street in the east/west direction and along the Pacific <br />Electric right-of-way, between Westminster Avenue and Fountain <br />Valley City limits. <br /> <br />The primary goal of the Specific Plan is to establish land use and <br />development controls that would enhance the economic viability and <br />residential character of the various sub-areas encompassed by the <br />Redevelopment Plan. The objectives of the Plan are to achieve <br />visual and design control of future redevelopment; enhance the <br />economic viability of the area, expanding its role as a significant <br />regional commercial district; eliminate blighting conditions; <br />improve the quality of life in residential neighborhoods; achieve <br />visual consistency throughout the project area by the use of design <br />g~idelines and development standards;, improve vehicular and <br />pedestrian circulation; and to provide adeqllate infrastructure to <br />support proposed land uses. <br /> <br />The North Harbor Boulevard Specific Plan contains the following <br />components: Land use concept plan, land use standards, design <br />standards, circulation improvements, and implementation mechanisms. <br />No site specific redevelopment proposals are being considered at <br />this time. <br /> <br />The General Plan Land Use Map shall be amended by Resolution to <br />assist in the success of the Specific Plan. This would make the <br />zoning and land use proposals consistent with the General Plan. <br /> <br />The City Zoning Ordinance must be amended by Ordinance to ensure <br />conformance between the General Plan and the Zoning Ordinance. The <br />entire Specific Plan area will be rezoned to SP-2 (Specific Plan <br />NO. 2) which would regulate the proposed Specific Plan. <br /> <br />ALTERNATIVES TO THE PROPOSED PLaN <br /> <br />Three alternatives to the proposed plan were evaluated in the EIR. <br />These alternatives included the No Project/No Development, <br />Implement General Plan with Upgrades to Public Facilities and <br />Aesthetic Improvements, and the Long Range Concept - More Intense <br />Commercial and Office Development Alternatives. <br /> <br />NO PROJECT/NO DEVELOPMENT ALTERNATIVE <br /> <br />The No Project/No Development Alternative assumes the continuation <br /> <br /> <br />
