R SOLUT ON 94-02 38 ? <br /> <br />of existing conditions without any signficant changes to land uses <br />and activities in the plan area and no future redevelopment. <br /> <br />IMPLEMENT THE GENERAL PLAN WITH UPGRADES TO PUBLIC FACILITIES AND <br />AESTHETIC IMPROVEMENTS ALTERNATIVE <br /> <br />Under the Implement General Plan with Upgrades to Public Facilities <br />and Aesthetic Improvements Alternative, existing General Plan land <br />use and circulation policies would be implemented; Harbor Boulevard <br />would be devoted primarily to general strip commercial development. <br />Improvements to the internal circulation system as identified in <br />the General Plan would be implemented including various street <br />widenings and intersection improvements. <br /> <br />Virtually all improvements to the plan area would occur in existing <br />public street rights-of-way and in required setbacks for commercial <br />and residential properties along Harbor Boulevard, First Street, <br />and Westminster Avenue. Any land use changes would be sponsored <br />soley by private parties and would be consistent with the General <br />Plan. This alternative aims at achieving a strongly upgraded and <br />unified visual image. <br /> <br />LONG RANGE CONCEPT - MORE INTENSE COMMERCIAL AND OFFICE DEVELOPMENT <br />ALTERNATIVE <br /> <br />This alternative involves the creation of a large commercial office <br />center based around the potential SR57/Orange County Light Railway <br />interchange in the area north of Fifth Street. Office development <br />with related residential areas would capitalize on Willowick Golf <br />Course. The rest of the plan area would remain local in character <br />with the remainder of North Harbor Boulevard providing local <br />commercial and hard goods services. <br /> <br />IV. FINDINGS OF F~CT <br /> <br />The City of Santa Ana City Council has reviewed the Final EIR for <br />the proposed North Harbor Boulevard Specific Plan and has <br />considered the public record on the Plan. The public record for <br />the Plan is composed of the following elements: <br /> <br />City of Santa Ana Planning Commision public hearing held on <br />September 14, 1992. <br /> <br />Draft North Harbor Boulevard Specific Plan EIR and Technical <br />Appendices (City of Santa Ana, August 11, 1992). <br /> <br />Response to Comments Received on the Draft North Harbor <br />Boulevard Specific Plan EIR (city of Santa Ana, October 19, <br />1992). <br /> <br /> <br />
