RESOLUTION 94-021 38 ~ <br /> <br />Vo EFFECTS DETERmiNED TO BE H~T~G~T~BLE TO ~ LEVEL OF <br /> ~N~I~N~FIC~CE <br /> <br />AIR QUALITY <br /> <br />Significant Effect <br /> <br />Plan implementation would create short term construction dust and <br />emissions. <br /> <br />Findinq <br /> <br />Findinq 1: <br /> <br />Changes or alterations have been required in, or <br />incorporated into, the project which avoid or <br />substantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />Facts in support of the Findina <br /> <br />The short term construction related air quality impacts would be <br />mitigated to a level of insignificance through the implementation <br />of the following mitigation measures: <br /> <br />Prior to submittal of applications for grading permits, future <br />applications shall submit a report to the Planning and <br />Building Agency and Public Works Agency, demonstrating <br />compliance with City policies and conditions regarding local <br />adherence to SouthCoast Air Quality Management District Rules <br />402 and 403. <br /> <br />Construction equipment shall be fitted with the most modern <br />emission control devices and be kept in proper tune to <br />minimize emissions. This measure shall be monitored by the <br />contractor and is subject to periodic inspection by City <br />staff. <br /> <br />SOILS AND GEOLOGY <br /> <br />Sianificant Effect <br /> <br />Construction activites associated with Plan implementation would <br />result in exposed soils which could increase wind and water <br />erosion. <br /> <br />Findin~ <br /> <br />Findin~ 1: <br /> <br />Changes or alterations have been required in, or <br />incorporated into, the project which avoid or <br />~ubstantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />5 <br /> <br /> <br />
