RESOLUTION 94-023 <br /> <br />86. <br /> <br />Project structures shall be designed and built in conformance with the Seismic <br />Safety Element of thc City's General Plan, applicable portions of the Building <br />and Municipal Codes and requirements of the Public Works Agency. <br /> <br />New gas lines shall be equipped with automatic shut off valves that would be <br />activated in the event of a major earthquake. <br /> <br />88. <br /> <br />All potentially dangerous non-structural features of the project shall be tied <br />into structural elements of thc building. Heavy equipment and other <br />potentially hazardous objects shall be secured to floors and walls. <br /> <br />9. <br /> <br />To assist in response to a seismic event, an emergency response and building <br />specific evacuation plan shall be developed for the project and posted in each <br />building. <br /> <br />The,se mitigation measures are designed to ensure that buildings meet current <br />reguhtory standards for seismic safety and, that if buildings are occupied during an <br />ea~%hq.a~% ba?ards to occupants are minimized. , <br /> <br />Ve <br /> <br />SIGNIFICANT ENVIRONMFMTAL EFFECTS WHICH CANNOT BE <br />AVOIDF. D 1~ THE PROJECT IS IMPLEMENTED <br /> <br />TRANSPORTATION AND CBZCULATION - <br /> <br />Project-specific and Cumuhtive <br />Impacts <br /> <br />The proposed project (including the restaurant and bank) will generate up to 23,455 <br />daily trips, of which 716 trips will occur during the a.m. peak hour and of which <br />2,007 will occur during the p.m. peak hour. <br /> <br />The I:.IR traffic analysis uses the adopted Santa Ana/Tustin Transportation System <br />Improvement Program (SATTSIP). Taking into account (1) project-generated traffic, <br />(2) project mitigations, (3) traffic generated from other entitled projects, and (4) <br />mitigations from other entitled projects, it was determined that with implementation of <br />the project, three intersections will operate at unacceptable levels of service: (1) <br />Tustin Avenue and Santa Clara (a.m. only), (2) Tustin Avenue and Seventeenth Street <br />(a.m. and p.m.), and (3) Tustin Avenue and Fourth Street (a.m. and p.m.). <br /> <br />The l~.lR's traffic analysis also includes a broader evaluation of cumulative wa/ftc <br />impacts coveting a larger area than the SATI'SIP model. Including cumulative <br />backgwund traffic calculations, the proposed project will make an incremental <br />contribution to cumulatively significant impacts on three intersections: (1) Tustin and <br />Seventeenth, (2) Tustin and Fourth, and (3) Tusfin and Santa Clara. <br /> <br />- 10 - <br /> <br /> <br />
