RESOLUTION 94-023 <br /> <br />Taking into account area-wide potential transportation improvements that could be <br />completed as traffic increases, the project will make an incremental contribution to <br />cumulatively significant impacts on two intersections: (1) Tustin and Seventeenth and <br />(2) Tustin and Fourth. <br /> <br />Changes or alterations have been required in, or incorporated <br />into the project which avoid or subsUantially lessen the <br />significant environmental effect identified in the EIR. <br /> <br />Facts in Suoport of the Finding <br /> <br />The significant effect has been substantially lessened, but not to a level of <br />insignifieSnce, by virtue of the following mitigation measures identified in the Final <br />Kr~ and incorporated into the project. <br /> <br />7. Construct northbound right-mm at southeast comer of Williams/17th. <br /> <br />8. Construct raised median a~d widen 17th Street. <br /> <br />Acquire easement from property owners on north side of 17th Street for <br />construction and maintenance of a traffic signal at 17th and the main entrance <br />to the project site. <br /> <br />10. Construct raised median and widen Tustin Avenue. <br /> <br />11. <br /> <br />Dedicate the required rights-of-way along Williams, 17th, and Tusfin to <br />construct ultimate street improvements except as stated in mitigation measure <br />12. <br /> <br />12. <br /> <br />Prior to the isauance of building permits, execute an agreement binding the <br />owner as follows: a) to make an irrevocable offer to dedicate to the City the <br />necessary right-of-way to complete the improvements at the southwest comer <br />of Tustin and 17th and b) to fund the improvements. <br /> <br />13. Construct traffic signal at 17th and the project's main driveway entrance. <br /> <br />14. Modification of traffic signal at Tustin and 17th. <br /> <br />15. Modification of traffic signal at Tustin and Bentall driveway. <br /> <br />16. <br /> <br />Acquire easement from adjacent property owner on Tustin immediately south <br />of the project for modifications/alignment at Tusfin and the Bentall driveway. <br /> <br /> <br />
