ESOLUT O 9 -023 445 <br /> <br />28. <br /> <br />Construction activities shall be phased and scheduled to avoid emission peaks <br />and shall be discontinued during second-stage smog alerts.. <br /> <br />29. <br /> <br />Prior to the issuance of Certificate of Occupancy of Smith's Superstore, until <br />construction on those pads commences, to minimize dust generations, any of <br />building pads A, B, D-H, I or L not under construction, in Building <br />Department Plan Check or it can be shown to the satisfaction of the City that <br />Plan Check is imminent, then said building pads areas shall be provided with <br />interim landscaping, as follows: Building D-H, wildflower mix; Buildings A, <br />B, I, L, planted with turf grass. <br /> <br />30. <br /> <br />Wheel washers shall be installed where vehicles exit unpaved roads onto paved <br />roads or wash off trucks and any equipment leaving the site before every trip. <br /> <br />Althougi-s complete mitigation of these short-term air quality impacts from <br />construction is not possible, these mitigation measures include all mitigation measures <br />commonly used by regulatory agencies and recommended by the AQMD for <br />mitigation of construction-related impacts. The relatively short project construction <br />schedule set forth in the EIR and these mitigation measures are designed to ensure <br />that the duration of these impacts will be as short as possible and that impacts will be <br />minimized to the greatest extent feasible for that duration. <br /> <br />AIR QUALITY - Project Operation Impacts <br /> <br />The project would create air quality impacts from stationary seurees due to natural <br />gas and electrical consumption. However, the project's greatest impacts would be <br />increases in emissions from mobile sources. Motor vehicle emissions would be the <br />largest source of pollutants. Nevertheless, the EIR concludes that future carbon <br />monoxide emissions would be less than existing levels due to the on-going vehicle <br />exhaust control programs that will produce a cleaner running vehicle fleet for 1995 <br />compared to that for 1993. <br /> <br />Emissions of carbon monoxide (CO), Reactive Organic Compounds (ROC), and <br />Nitrogen Oxides (NO,) would exceed their corresponding threshold AQMD limits, <br />resulting in significant impacts. <br /> <br />Sensitive receptors in the project vicinity, including the Western Medical Center and <br />the Carehouse Convalescent Center, could be affected by the increase in local CO <br />levels due to project-generated traffic as well as the high ambient pollutant <br />concentrations projected for the area. <br /> <br />$C$362.6 - 17- <br /> <br /> <br />
