444 ~so~u~o~ 9~-023 <br /> <br />AIR QUALITY - Short-term Construction-related Impacts <br /> <br />Potenti,lly significant construction-related emissions would consist primarily of dust <br />generated from earthmoving, excavation, and other construction activities, <br />hydrocarbon emissions from paints and asphalt, exhaust emissions from construction <br />equipment, and motor vehicle emissions associated with the construction activities. <br />Construction-generated dust would contribute to the relative high existing background <br />PM,o levels for approximately 32 weeks, particularly during the first four weeks when <br />mass grading of the site would be conducted. Average PM~o levels would be 19.8 <br />pounds per day during construction which would be substa~tlal!y below the SCAQMD <br />threshold ,limit. Diesel-powered construction equipment and construction workers' <br />travel would result in lo~1i7~1 exhaust emissions. Construction emissions would be <br />below the threshold limits for CO, ROC, and PM,o emissions. <br /> <br />However, emissions of NO, would exceed the SCAQMD threshold limit of 100 <br />pounds per day, resulting in a short-term significant impact to the air quality in the <br />immediate vicinity of the project site. <br /> <br />Sensitive receptors in the project vicinity would be significantly a~fected by the <br />tempora~ increase in local pollutant levels due to construction~related activities. <br /> <br />Findin~ <br /> <br />Changes or alterations have been required in, or incorporated <br />into, the project which avoid or substantially lessen the <br />significant environmental effect identified in the EIR. <br /> <br />Facts in 5uooort of Findin~ <br /> <br />The significant effects have been substantially lessened, but not to a level of <br />insignificance, by virtue of the following mitigation measures identified in the Final <br />EIR and incorporated into the project. <br /> <br />25. All unpaved demolition and construction areas shall be wetted at least twice a <br /> day during excavation and construction, and temporary dust covers shall be <br /> used on soft piles to reduce dust emissions and meet SCAQMD Rule 403. <br />26. All grading activities shall cease during periods of high winds (i.e., greater <br /> than 25 knots). <br /> <br />27. <br /> <br />General contractors shall maintain and operate construction equipment so as to <br />minimize exhaust emissions. During construction, trucks and vehicles in <br />loading and unloading queues shall be kept with their engines off, when not in <br />use, to reduce vehicle emissions. <br /> <br />$CS~S6~.6 <br /> <br />-16- <br /> <br /> <br />
