RESOLUTION 94-023 <br /> <br />449 <br /> <br />Finding, <br /> <br />Changes or alterations have been required in, or incorporat~l into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the EIR. <br /> <br />Facts in Suo~ort of Finding <br /> <br />This cumulatively significant effect h~ been substantially lessened, but not to a level <br />of insignificance, by virtue of the following mitigation measures identified in the Final <br />EIR and incorporated into the project. <br /> <br />71. <br /> <br />Site planning and final design for the project shall be coordinated with the <br />Orange County Sanitation Districts (OCSD). All requirements of the OCSD <br />and the City shall be incorporated into the final design of the project. <br /> <br />Prior to issuance of building permits, the project sponsor shall obtain all <br />permits, pay all fees, and construct all facilities required by the City in order <br />to provide an acceptable level of sewage treatment service. <br /> <br />This project is in conformance with existing general plan designations for the site. <br />The sewer infrastructure for the vicinity has sufficient capacity for uses anticipated <br />under those designations. However, there is the possibility that amendments to the <br />geneaal plan would require additional capacity in the infrastructure and that this <br />project, in connection with projects approved under the revised designations, would <br />create a cumulatively significant impacts on that infrastructure. <br /> <br />Cumulative SoHdWastelmpacU <br /> <br />The development of the proposed project would result in a net increase of 1,335 <br />pounds of waste per day or 244 tons per year over existing uses. Waste generated by <br />the project would be transported to the Sunset Environmental Materials Recovery <br />Facility. Non-recyelable solid waste will be transported to the Bee Canyon Landffil <br />for disposal. Because of the life expectancy of county landfills and the difficulty in <br />opening new landfill sites, this project, in connection with other projects generating <br />solid waste, will contribute to a cumulatively significant reduction in local landfill <br />capacity. <br /> <br />Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the <br /> <br />SCS.3626 <br /> <br /> <br />
