RESOLUTION 94-023 <br /> <br />450 <br /> <br />Facts in Suo~ort of Findine <br /> <br />This cumulatively significant effect has been substantially lessened, but not to a level <br />of insignificance, by virtue of the following mitigation measures identified in the Final <br />~IR and incorporated into the project. <br /> <br />79. <br /> <br />In accordance with the City's Solid Waste Integrated Management Plan, the <br />project sponsor shall prepare and submit a Source Reduction and Recycling <br />Plan to the Public Works Agency and the Planning Division, prior to issuance <br />of occupancy permits. The Plan shall document and outline the incorporation <br />of an on-sim recycling/conservation program. <br /> <br />80. <br /> <br />The design of the recycling system shall facilitate source separation and <br />collection of additional materials that may be designated as recyclable by the <br />City in the future. <br /> <br />81. <br /> <br />Prior to issuance of Certificate of Occupancy for Smith's, the Gateway Center <br />merchants shall form an agreement to monitor litter cleanup on a daily basis. <br />This cleanup program will be defined as set forth in the CC&Rs and funded by <br />all parties. <br /> <br />Although complete mitigation of these impacts is not possible, these mitigation <br />measures include all mitigation measures commonly used by regulatory agencies and <br />known to the City to address impacts from solid waste. It would be infeasible for this <br />project to be conditioned on expansion of existing landfills. However, ongoing <br />tipping fees paid by this and other new developments will provide a revenue source <br />for future development of new landfills or recycling facilities. <br /> <br />MITIGATION MEASUBF-~ FOR IMPACTS CONSIDEI~ED TO BE LESS <br />THAN SIGNIFICANT <br /> <br />This section describes mitigation measures for those effects of the proposed project <br />which are considered to be less than significant and that, therefore, are not required to <br />be mitigated under CEQA. Because these impacts are insignificant but can be still be <br />made mitigated somewhat, the City has identified mitigation measures for them. <br /> <br />The impacts determined to be less than significant and the corresponding mitigation <br />measures incorpora~d into the project are described below. <br /> <br />-~- <br /> <br /> <br />
