zsonu xo 9 -ox3 433 <br /> <br />Finding <br /> <br />Finding 1: <br /> <br />Changes or alterations have been reqo?ed in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the EIR. <br /> <br />Facts in Support of the Findine <br /> <br />The significant effects have been substantially lessened to a level of insignificance by <br />virtue of the following mitigation measures identified in the Final EIR and <br />incorporated into the project. <br /> <br />21. <br /> <br />Fifteen (15) parking spaces, or 20 percent of the spaces requested for <br />this minor exception, shall be designated as '30 Minute Parking'. <br />~hese designated spaces shall be located throughout the parking areas <br />di?ectly adjacent to decorative paved hardscaped sidewalks fronting <br />Buildings D-H and 1. Additionally the parking should be located in <br />those areas that would not require pedestrians to cross any vehicular <br />drive aisles in order to access Buildings D-H and J. Curbs for these <br />spaces shall be painted green. All signage shall be posted and included <br />in the Center's proposed Planned Sign Program. <br /> <br />22. <br /> <br />The project sponsor shall stage demolition of the existing parking lot <br />and construction of the new parking lot to minimize impacts to patrons <br />of the existing bank and restaurant. A staging plan shall be submitted <br />to the Planning Division and Public Works Agency and approved prior <br />to issuance of grading permits. <br /> <br />23. <br /> <br />The project sponsor shall monitor delivery truck arrival/departure to <br />ensure that no staging occurs on 16th Street or Williams Street. <br /> <br />These mitigation measures are intended to provide direct access and parking in <br />proximity to the precise destinations of patrons and delivery drivers. Specifically, in <br />light of the parking exception, it is important that delivery trucks not park adjacent to <br />16th Street or Williams Avenue and that vehicles (non-delivery) making short trips in <br />and out of Buildings G, H and J be provided short-term parking immediately adjacent <br />to those buildings. <br /> <br />The 7.2% difference between the City's usual parking requirements and parking <br />provided by the project is also intended to give patrons to the center an incentive to <br />use means other than single occupancy vehicles to reach the center. <br /> <br />-5- <br /> <br /> <br />
