RESOLUTION 94-023 <br /> <br />Plant materials, shade structures, and other architectural design features <br />shall be used, where appropriate, to decrease reflectivity of hardscape <br />and light and glare toward adjacent residences. <br /> <br />Coordinating the photometric study with the Police Department will allow the project <br />to fine-tune the lighting plan to provide the maximum amount of security possible <br />while limiting overflow of nighttime lighting onto neighboring property. Emphasis on <br />low-glare building materials will minimize light and glare during the daytime. <br /> <br />TRANSPORTATION AND CIRCULATION - Bus Transit <br /> <br />Traffic flow on Seventeenth Street and Tustin Avenue may be hindered by buses <br />stopping at bus stops to pick up and drop off passengers. <br /> <br />Finding <br /> <br />Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the EIR. <br /> <br />Facts in Support of the Finding <br /> <br />The significant effects have been substantially lessened to a level of insignificance by <br />virtue of the following mitigation measures identified in the Final EIR and <br />incorporated into the project. <br /> <br />19. <br /> <br />Construct eastbound bus turnout, a minimum of 70 feet in length, with <br />transition to existing improvements on 17th to Tustin. <br /> <br />20. <br /> <br />Construct southbound bus turnout, a minimum of 60 feet in length, <br />with transition to existing improvements on Tustin to 17th. <br /> <br />The bus turnouts have been designed to provide the maximum available use of buses <br />as mass transit access to the project while at the same time reducing impacts on other <br />traffic in the vicinity. This plan is intended to ensure that means of transportation <br />other than single occupancy vehicles are available to project patrons and that the <br />availability of such means creates a minimal impairment of existing traffic patterns. <br /> <br />TRANSPORTATION AND CIRCULATION - Parking <br /> <br />The proposed project has a parking deficiency of 77 spaces (6.7% of total spaces <br />required). During grading and construction of the project, parking for the Wells <br />Fargo Bank and Claim Jumper restaurant could be interrupted. <br /> <br />-4- <br /> <br /> <br />
