Phillips, President, Blue Note <br /> <br />Music Company~ was denied. <br /> <br />On motioa of Councilman Hubbard, seconded by Schlueter and carried, bonds were released <br /> filed by San Gabriel Construction Company <br />for Tract No. 3669, Fifth Street and Rosita~ and Tract No. 3711, Mcfadden Avenue and <br /> <br />~iamond Street~ filed by Brentwood Downs, Incorporated. <br /> <br />On motion of Councilman Hubbard, seconded by Schlueter and carried, request to solicit <br /> <br />funds by Western Missionary Army~ Inc., E. D. Harris, President, was denied. <br /> <br />This being the date set for hearing on the 1962-63 Budget, the Mayor asked if there <br /> <br />were any protests. Mrs. Janice Boer, 912 N. Lowell, stated that the budget was too <br /> <br />high. The hearing was closed~ and on motion of Councilman Hubbard, seconded by <br /> <br />Schlueter and carried, the budget was approved subject to corrections recommended by <br /> <br />the Council. It was moved by CounciLman Hubbard, seconded by Schlueter and carried, <br /> <br />that the budget be declared an emergency appropriation and the Ordinance entitled: <br /> <br />"Ordinance No. NS-602. An Ordinance Adopting the Annual Budget for the <br />Fiscal Year Commencing July l, 1962 and Fixing the Limitations of <br />Expenditures for the Several Funds and the Functions, Departments and <br />Activities Carried Under Such Funds?' <br /> <br />was considered and passed as an emergency Ordinance by the following vote: <br /> <br />Ayes, Councilmen: Royal E. Hubbard, Bob Brewer, Henry H. Schlueter, A. A. Hall <br />Noes, Counciimen: None <br />Absent, Councilmen: Dale H. Heinly <br /> <br />It was moved by Connciiman Hubbard, seconded by Brewer and carried, that sanitary <br /> <br />sewer mains, laterals, manholes and appurtenant facilities be constructed in Assessment <br />Distric 219 consisting of portions of Hazard, Seventh, Sixth, and Fifth Streets between <br /> <br />Euclid (Verano) Street and Rosita Street; in portions of Eaclid (Verano) Street between <br /> <br />Bolsa Avenue and Hazard Avenue; and in portions of Rosita Street between Fifth Street <br /> <br />and Hazard Street under the provisions of Section 5lO1 of the Improvement Act of 1911~ <br /> <br />and that Public Works be authorized to proceed with plans and specifications. <br /> <br />It was moved by Councilman Hubbard~ seconded by Schlueter and carried, that the City <br /> <br />Manager be instructed to proceed with the City of Costa Mesa to establish a traffic <br /> <br />signal at the intersection of Harbor Boulevard and Talbert Avenue~ and authorizing the <br /> <br />proper authorities to execute an agreement to that effect. <br /> <br />the following items <br /> <br />On motion of CounciLman Hubbard, seconded by Schlueter and carried, <br /> <br />were granted: <br /> <br />Request for permission to advertise for bids to furnish Estimated Asphaltic Concrete <br />requirements, Paving Machine Spread as Item i and Truck Spread as Item 2 for Fiscal <br />1962-63, in accordance with Specification 488-12. Bids to be opened Sept. 17, 1962. <br /> <br />Request for permission to advertise for bids to furnish magazines for 1963 for the <br />Santa Ana Public Library. Estimated list price, $3,341.00. Bids to be opened <br />September 17, 1962. <br /> <br />Request for permission to dispose of two bicycles which are surplus to the Finance <br />Department. <br /> <br /> <br />
