<br />September 17, 1962
<br />
<br />The meeting was called to order at 7:30 P.M. in the Council Chamber, Santa Ana City Hall, with the following
<br />Councilmen present: Royal E. Hubbard, Henry H. Schlueter, James Gilmore, Bob Brewer, A. A. Hall. Following
<br />the Invocation by the Reverend Robert Mays, Church of the Brethren, Mayor Hall led the Pledge of Allegiance to the
<br />
<br />Mayor Hall announced the decision of the Council to appoint Doris M. Brown as Clerk of
<br />the Council and thereupon administered the Oath of Office. Mayor Hall then offered the
<br />Council's appreciation and commendation to Helen Boyd, Assistant Clerk of the Council,
<br />and to members of the Clerk's staff for the excellent performance of duty in the ab-
<br />sence of the Clerk.

<br />On motion of Councilman Hubbard, seconded by CounciLman Brewer, the minutes of the
<br />regular meeting of September 4, 1962 were unanimously approved as submitted, without
<br />reading.

<br />On motion of Councilman Brewer, seconded by Councilman Hubbard and carried, the Council
<br />received and ordered filed a tabulation of bids received for the furnishing of magazinesl
<br />to the Public Library for 1963, approved award of the contract to National Publications
<br />Company in the amount of $2,195.84, and rejected all other bids.

<br />On motion of Councilman Brewer, seconded by Councilman Hubbard and carried, Council
<br />received and ordered filed a tabulation of bids received for the furnishing of asphal-
<br />tic concrete requirements for fiscal year 1962-63, approved award of the contract to
<br />Sully-Miller Contracting Company at a unit price of $4.93 per ton for Item i and $4.43
<br />per ton for Item 2, and rejected all other bids.

<br />This being the date set for concurrent hearings on Resolutions No. 62-122 and 62-145
<br />
<br />for the sole purpose of receiving evidence concerning the proposed annexation, the
<br />
<br />Mayor opened the hearing and asked if anyone desired to be heard regarding the annexa-
<br />
<br />tion. Samuel Hurwitz, Special Counsel for the City, 100 West Chapman Avenue, Orange,
<br />
<br />reported that depositions were being taken from Mr. Long and Mr. Thomas, but were not
<br />
<br />yet completed. He therefore recom~ended that the hearing be continued for two weeks,
<br />and that all of the directors of the Irvine Ranch Water District be subpenaed. It was~
<br />
<br />moved by Councilman Hubbard, seconded by Councilman Brewer, that the following Order be.
<br />adopted:
<br />
<br />"That in connection with the proceedings for the annexation of certain terri-
<br />tory to the City of Santa Ana under and pursuant to Resolutions 62-122 and 62-145,
<br />the Clerk of the Council is hereby authorized and directed to issue a subpena
<br />in the name of the City of Santa Ana impelling the attendance of the following
<br />witnesses before this City Council at its regular meeting to be held on October
<br />l, 1962 at 7:30 p.m. in the Council Chambers in the City Hall, located at 217
<br />North Main Street, Santa Ana, California:

<br />W. F. Graves, A. J. McFadden, Walter J. Pollard, Max C. Hoeptner,
<br />and Willis F. Mitchell
<br />
<br />That in connection with said annexation proceedings, the Clerk of the Council is
<br />hereby authorized and directed to issue subpenas in the name of the City of Santa
<br />Ana compelling the production at the aforementioned time and place of all reso-
<br />lutions, minutes: documents, and other papers of The Irvine Ranch Water District,
<br />a California Water District, connected with or pertaining to the aforesaid annex-
<br />ation proceedings, which contain evidence relevant and material to said annexa-
<br />tion proceedings, such subpenas to be directed to the proper officers of said
<br />company and said district having custody of the same."
