The motion passed by the following roll call vote: <br /> <br />Ayes: Councilmen Hubbard, Schlueter, Gilmore, Brewer, Hall <br />Noes: None <br />Absent: None <br /> <br />Councilman Brewer made the following statement: <br /> <br />"I amconsiderably disturbed over the protest of the Board of Regents to this <br />annexation. To my knowledge, never in the entire history of this state has <br />such a protest because of Freeway inclusion in an annexation been made by the <br />Department of Public Works, an agency of the State, and this is interference <br />in a local annexation matter. <br /> <br />"However, the disturbing factor is the realization that an agency of the State, <br />the Board of Regents of the University of California, took this action without <br />ever seeking any information from the City of Santa Ana. How a public body <br />can hastily take such an action without considering all the evidence is of <br />deep concern to me. <br /> <br />"I believe we, as a Council, are amiss ii' we do not request an audience with <br />the Board of Regents to present the City's information and evidence and ex- <br />plain why we believe that this annexation in no way jeopardizes present or <br />probable future state property in or near this annexed area. <br /> <br />"Since it is obviously evident ~hat this annexation is onlff protested by The <br />Irvine Company and people they have attempted to influence, I must deduce that <br />the Board of Regents acted solely on evidence presented by The Irvine Company. <br />I regret the Board has not requested information from the City to enable us <br />to present the side of the story they have not heard. I move this Council <br />request an audience with the Board of Regents, this Thursday and Friday, <br />September 20 and 21, 1962, in Santa Barbara, and that the Mayor and Manager <br />be authorized to attend the meeting." <br /> <br />The motion was seconded by CounciLman Hubbard and carried. On motion of Councilman Hubbard, seconde~ <br /> <br />by Councilman Brewer and carried, hearings on Resolutions No. 62-122 and No. 62-145 were continued <br /> <br />to October l, 1962 at 7:30 p.m. in the Council Chambers. <br /> <br />Douglas Clark, 1510 N. Mar-Les Drive, advised the Council that a citizen's committee had sent to <br />all Regents of the University of California a letter describing the reasons for the annexation and <br />how the City is cooperating with the proposed University City. <br /> <br />HEARING <br />A~,IEND. APP. <br />4O6 <br />CA-[~2 <br /> <br />HEARING <br />AMEND. APP. <br />407 <br />CA-42 <br /> <br />Mayor Hall opened the hearing on Amendment Application No. 406 filed by John Rohrs, requesting an <br />amendment of Sectional District Map 6-5-9 reclassifying property situated on the northwest corner <br />of 17th Street and Lincoln Avenue from the R-2 and R-1 Districts to the C-4 District. Bruce <br />Sumner, 1016 N. Broad~ay, spoke in behalf of the applicant. There being no further testimony, the <br />hearing was closed. On motion of CounciLman Hubbard, seconded by CounciLman Brewer and carried, an <br />Ordinance approving Amendment Application No. 406-B was passed to second reading without further <br />reading. <br /> <br />Mayor Hall opened the hearing on Amendment Application No. 407 filed by Solomon Development Corpora- <br />tion requesting an amendment to Sectional District Map 17-5-10 reclassifying property generally <br />bounded by Melric Avenue, Copper Street, Kadge Avenue, and Yawl Street from the A-1 District to <br />the R-1 District. Mulley Nichol, 13794 Beach Boulevard, Westminster, spoke on behalf of the appli- <br />cant. There being no further testimony, the hearing was closed. On motion of Councilman Hubbard, <br />seconded by Brewer and carried, an Ordinance approving Amendment Application No. 407-A was passed <br />to second reading without further reading. <br /> <br />HEARING <br />A F~ND. APP. <br />408 <br />CA <br /> <br />The hearing was opened on Amendment Application No. 408 filed by Rinker Development Corporation <br />requesting an amendment of Sectional District Map 22-5-10 reclassifying part of the northeast <br />corner of Warner and Fairview from the C-1 District to the R-4 District. ~lley Nichol, 13794 <br />Beach Boulevard, Westminster, spoke on behalf of the applicant. On motion of CounciLman Hubbard, <br />seconded by Brewer and carried, an Ordinance approving Amendment Application No. 408-A was passed <br />to second reading without further reading. <br /> <br /> <br />
