Facts in SUPPOrt of the Findina The significant effect has been substantially lessened to the extent feasible by virtue of the following mitigation measures identified in the Final EIR and incorporated into the project. When feasible, all Agency sponsored public Work projects shall be constructed when there is minimal potential for construction traffic impacts on roadways in the immediate vicinity of the project. Traffic studies shall be prepared for all applicable projects in compliance with the City,s Congestion Management Program and Measure "M". e The City shall require all feasible trip reduction measures per the City of Santa Aha Transportation Demand Management (TDM) Ordinance No. NS~2124 be incorporated into development projects. The Agency shall monitor identified needed City traffic and circulation improvements within the Project Area and assist the City when revenues become available in constructing those needed improvements. 5. Traffic and roadway improvements shall follow the roadway standards in the Circulation Element.
