RESOLUTION 95-081 313 <br /> <br />less than one percent shall be designed by a regis- <br />tered civil engineer. The engineer shall be respon- <br />sible for supervising the installation and shall <br />certify in writing that the sewer installation is in <br />compliance with the approved plan, relative to line <br />and grade. <br /> <br /> With respect to these two amendments, the City Council finds <br />and determines as follows: These amendments are necessary because <br />of problems which have arisen in excessively flat-graded drain <br />systems. Santa Ana's sewer system in many areas is relatively <br />shallow. This has precluded the design and installation of <br />drainage systems with recommended grades. Additionally, many areas <br />of Santa Ana have a high water table which results in an unstable <br />soil condition. Pipe settlement due to uncompacted soil may result <br />in a drainage system which is flat or reverse graded, causing <br />stoppages or complete blockage of the drainage system. <br /> <br /> 2. Section 8-341 of the Santa Ana Municipal Code will amend <br />section 314.7 of the Uniform Plumbing Code to read as follows: <br /> <br />3~4.7 Horizontal cast-iron drain, waste, and vent <br />piping, and all other suspended horizontal piping <br />two and one-half (2~) inches and larger, shall be <br />supported with approved rod and hangers. <br /> <br />Exception: Plumbers tape (perforated strap-iron) may be <br />used to support piping 2" and smaller in type V (wood) <br />construction only. Plumbers tape shall be galvanized and <br />not less than 3/4" wide and 22 gage. <br /> <br />Also, Section 8-342 of the Santa Ana Municipal Code will amend <br />Table 3-1 of the Uniform Plumbing Code by adding footnote 2 to the <br />requirements for horizontal piping of the following materials: <br />Copper Tube and Pipe; Steel and Brass Pipe for Water or DWV; Steel, <br />Brass and Tinned Copper Pipe for Gas; Schedule 40 PVC and ABS DWV; <br />CPVC; and Lead. <br /> <br /> With respect to these two amendments, the City Council finds <br />and determines as follows: These amendments are necessary to <br />provide proper support for all horizontal piping because of the <br />significant potential for damage due to seismic activity. Santa <br />Ana is in close proximity to major active fault systems in Southern <br />California. This area has been designated as seismic zone #4, the <br />highest seismic risk zone in a four-tiered hierarchy which rates <br />the potential risk for seismic activity by geographical areas. <br /> <br /> 3. Section 8-815 of the Santa Ana Municipal Code amends, and <br />will continue to amend, section 210-1 of the National Electrical <br />Code by adding a sentence to read as follows: <br /> <br /> <br />
