367 <br /> <br />RESOLUTION NO. 96-007 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND <br />RESOLUTION NOS. 82-110 AND 91-066 TO DESIGNATE THE EXISTING CLASS <br />OF FIRE BATTALION CHIEF AS UNREPRESENTED MIDDLE MANAGEMENT AND TO <br />ENABLE NON-SWORN UNREPRESENTED MIDDLE AND EXECUTIVE MANAGEMENT TO <br />PAY PART OF THE COST OF THE 2% AT 55 PERS RETIREMENT BENEFIT AND TO <br />ADJUST THE PAY LEVEL FOR PUBLIC WORKS MAINTENANCE MANAGER (MM). <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the <br />City of Santa Ana requires the City to prepare, install and <br />maintain a position classification and pay plan subject to civil <br />service rules and regulations and the approval of the City Council; <br />and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and <br />adopted Resolution No. 82-110 revising and re-establishing the <br />Basic Classification and Compensation Plan for Officers and <br />Employees of the City of Santa Aha; and on July 1, 1991, passed and <br />adopted Resolution No. 91-066, re-establishing the Basic <br />Classification and Compensation Plan for classes of employment <br />designated as unrepresented executive and middle-management; and <br /> <br /> WHEREAS, employees in the classification of Fire Battalion <br />Chief have unanimously decided to no longer be represented as a <br />bargaining unit and wish to be part of unrepresented middle- <br />management; and <br /> <br /> WHEREAS, the Council approved the 2% at 55 PERS Retirement <br />Benefit for SACEA/SEIU which impacts all PERS non-sworn <br />"miscellaneous" employees, including unrepresented managers, who <br />will be required to pay 1% of their salaries towards the cost of <br />this new retirement benefit; and <br /> <br /> WHEREAS, classification/compensation studies are conducted <br />regularly to ensure that pay levels are set commensurate with <br />duties performed and at market competitive rates; such a recently <br />conducted study revealed that the pay level for the middle- <br />management class Public Works Maintenance Manager (MM) is above <br />market and should be adjusted to reflect current market rates; and <br /> <br />WHEREAS, it is now desired to: <br /> <br /> 1. add the existing classification of Fire Battalion Chief to <br />Resolution No. 91-066 and designate this class as unrepresented <br />middle-management; and <br /> <br /> 2. maintain the same 5-step salary structure and pay plan for <br />the classification of Fire Battalion Chief as provided prior to its <br />designation as unrepresented middle-management; and <br /> <br /> <br />
