463 <br /> <br />The Building Division shall review all future development on a proposal-by- <br />proposal basis and shall require affected applicants to submit geoteclmical/soils <br />studies to the City if necessary. <br /> <br />HYDROLOGY AND DRAINAGE <br /> <br />ENVIRONMENTAL EFFECT <br /> <br />Implementation of mitigation measures would reduce hydrology-related impacts. <br /> <br />Finding <br /> <br />Changes or alterations have been required in and incorporated into the project which <br />avoid the above significant effect. <br /> <br />Facts <br /> <br />The City shall continue to provide those improvements described in the City's <br />Master Plan of Drainage, particularly those improvements proposed along <br />Broadway and Washington. <br /> <br />The City shall continue to monitor adequacy of existing drainage lines in <br />collecting and canying storm water. If failure occurs, the City shall improve these <br />lines as necessary. <br /> <br />If appropriate, the City, when reviewing future development proposals, shall <br />require all new development to construct storm drains in accordance with those <br />drainage improvements described in the City's Master Plan of Drainage. <br /> <br />If appropriate, the City shall require all new structures within the 500-year flood <br />zone to be at least one foot above the level of the high point of adjacent streets. <br /> <br />If appropriate, in conjunction with submittal of applications for grading permits, <br />future applicants shall submit to the City Public Works Agency, detailed drainage <br />studies showing that future grading, in conjunction with drainage conveyance <br />systems, would ensure that future structures are safe from flooding. <br /> <br />Prior to issuance of grading permits, if surface water is collected anywhere for <br />discharge as a point source, if a point source discharge is contemplated or if the <br />affected site exceeds five acres, the applicant shall obtain a National Pollution <br />Discharge Elimination System Permit (NPDES) and Notice of Intent from the <br />Santa Ana Regional Water Quality Board. <br /> <br />Prior to issuance of grading permits, the City Public Works Agency, shall require <br />future projects to comply with the following, as necessary.
