Coordinate with the County's Environmental Management Agency to <br />ensure Orange County Flood Control District facilities are not significantly <br />affected. <br /> <br />Coordinate with the RWQCB to ensure compliance and consistency with <br />policies and regulations of the RWQCB's Santa Ana Region Water Quality <br />Control Basin Plan. <br /> <br />Incorporate special construction notes as recommended in Orange County's <br />Drainage Area Management Plan (DAMP)-New Development Appendix. <br /> <br />Incorporate Federal EPA]NOAA guidance measures for coastal nonpoint <br />source pollution into project designs. <br /> <br />/ncorporate appropriate measures from the State Municipal BMP Manual <br />and ensure non-structural BMPs are consistent with the DAMP-New <br />Development Appendix. <br /> <br />Prepare long-term post-construction Master Water Quality Management <br />Plans (WQMP) that describe commitments to installing and maintaining <br />structural facilities. The plan would also list routine and minimum BMPs, <br />address common area landscape areas, and catch basin stenciling. <br /> <br />ENVIRONMENTAL EFFECT <br /> <br />Risks resulting from flooding would be reduced to acceptable levels with mitigation. <br /> <br />Finding <br /> <br />Changes or alterations have been required in and incorporated into the project which <br />avoid the above significant effect. <br /> <br />Facts <br /> <br />If appropriate, the City shall require all new structures within the 500-year flood <br />zone to be at least one foot above the level of the high point of adjacent streets. <br /> <br />If appropriate, in conjunction with submittal of applications for grading permits, <br />future applicants shall submit to the City Public Works Agency, detailed drainage <br />studies showing that future grading, in conjunction with drainage conveyance <br />systems, would ensure that future structures are safe from flooding. <br /> <br />ENVIRONMENTAL EFFECT <br /> <br />Water quality impacts are not expected with mitigation. <br /> <br />FINDINGS OF FACT/MIDTOWN DISTRICT SPECIFIC PLAN/EIR NO. 94-1 13 <br /> <br /> <br />
