471 <br /> <br />Finding <br /> <br />Changes or alterations have been required in and incorporated into the project which <br />avoid the above significant effect. <br /> <br />Facts <br /> <br />To ensure adequate services and utilities are provided for future projects within <br />Midtown, prior to issuance of building permits, applicants shall meet with and <br />provide whatever is required by the following agencies, and pay appropriate fees <br />and acquire proper clearances from them: City Fire and Police Departments, <br />Santa Ana Unified School District, Southern California Edison, Southern <br />California Gas Company, Pacific Bell, City Public Works Agency, and County <br />Department of Integrated Management. These agencies shall review each future <br />project on a case-by-case basis to ensure that any burden on services and utilities <br />would be reduced to the greatest extent feasible. <br /> <br />Future projects shall comply with Fire Code guidelines and shall provide required <br />fire flows. <br /> <br />Future projects shall comply with the following as appropriate: <br /> <br />All projects shall be designed utilizing the "Concept of Crime Prevention <br />Through Environmental Design and Defensible Space". <br /> <br />All potential crime generators such as liquor-selling establishments and <br />night clubs, shall obtain proper discretionary City clearances and <br />approvals. <br /> <br />All projects shall be reviewed and approved by the Police Department's <br />Crime Prevention Unit. <br /> <br />* Parking structures shall be staffed with parking and security personnel. <br /> <br />Design of commercial projects shall incorporate to the greatest extent <br />feasible security systems, including contracted security staff, closed circuit <br />monitoring, and alarm systems. <br /> <br />All commercial structures shall be designed with adequate police patrol <br />and emergency vehicle access from all sides. <br /> <br />Lighting design in and around individual commercial and residential <br />developments shall facilitate visibility into the site by patrol vehicles and <br />emergency response vehicles. <br /> <br />FINDINGS OF FACT/MIDTOWN DISTRICT SPECIFIC PLAN/EIR NO. 94-1 20 <br /> <br /> <br />
