RESOLUTION 96-104 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO <br />AMEND RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT CERTAIN <br />CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION <br />PLANS, AND TO AMEND THE CURRENT ANNUAL BUDGET TO ALLOCATE AND <br />REALLOCATE CERTAIN POSITIONS. <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the <br />City of Santa Ana requires the City Manager to prepare, install and' <br />maintain a position classification and pay plan subject to civil <br />service rules and regulations and with the approval of the City <br />Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and <br />adopted Resolution No. 82-110 revising and re-establishing the <br />Basic Classification and Compensation Plan for all officers and <br />employees of the City of Santa Aha; and on July 1, 1991, passed and <br />adopted Resolution No. 91-066, re-establishing the Basic <br />Classification and Compensation Plan for classes of employment <br />designated as unrepresented Executive and Middle Management; and <br /> <br /> WHEREAS, on April 15, 1996, the City Council passed and <br />adopted Ordinance No. NS-2283 which establishes the City's budget <br />authorizing position allocations for Fiscal Year 1996-97, and which <br />sets forth the requirement that alterations in the allocations of <br />authorized positions be reviewed and approved by the City Council; <br />and <br /> <br /> WHEREAS, on October 7, 1996, the City Council approved the <br />terms and conditions of the new Firemen's Benevolent Association <br />Memorandum of Understanding for Fiscal Years 1996-2000 providing <br />for reinstatement of a fire truck company (nine positions) in the <br />Fire Department's Fiscal Year 1996-97 Budget; and <br /> <br /> WHEREAS, to ensure the City's compliance with the new federal <br />and state minimum wage laws, pay rates for three seasonal part time <br />titles need to be increased; and <br /> <br /> WHEREAS, periodic review of the Basic Classification and <br />Compensation Plans and the findings from various classification and <br />compensation studies reveal the need to effect certain changes to <br />the Plans and to reallocate certain positions; and <br /> <br /> WHEREAS, it is now desired to amend Resolution Nos. 82-110 and <br />91-066 and the Fiscal Year 1996-97 Budget in order to effect these <br />changes. <br /> <br /> NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA: <br /> <br /> <br />
