increase flooding and exposure of people and property 1[o water-related hazards. <br /> <br />Finding <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR. <br /> <br />Facts in Support of the Finding <br />The potential hazards associated with development in the 100-year flood plain will be reduced to a <br />less than significant level through the following mitigation measure: <br /> <br />The project shall be designed according to applicable City of Santa Arm and FEMA <br />requirements and guidelines to ensure that the parking structure, vehicular bridge, and related <br />components will not impede or otherwise alter storm flows. <br /> <br />Significant Effect <br /> <br />Both short-term construction impacts and long-term operation impacts from site runoff may <br />adversely affect water quality in Santiago Creek. <br /> <br />Finding <br /> <br />Finding 1; <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR. <br /> <br />Facts in Sup_nort of the Finding <br />Construction and operation of the proposed Project would require the applicant to apply for, obtain, <br />and comply with permits that will reduce the potential impacts to less than significant levels through <br />the following mitigation measures: <br /> <br />Prior to issuance of a building permit, the applicant shall submit to the City a water quality <br />management plan that identifies the specific best management practices (BMP's) that will <br />be implemented to control pollutants in site runoff. <br /> <br />The project applicant shall apply for an obtain a National Pollutant Discharge Elimination <br />System (NPDES) stormwater permit for construction and comply with the County Municipal <br />Stormwater NPDES permit by preparing a Water Quality Management Plan (WQMP). <br /> <br /> <br />
