079 <br /> <br />measures or project alternatives identified in the EIR. <br /> <br />Facts in Support of the Findings <br />Due to the configuration of the existing overhead ramp which reflects sound from its bottom surface, <br />the effectiveness ora soundwall would be reduced, and it is unlikely it would provide the I0 dB of <br />noise reduction needed to reduce traffic noise to below 65 dB-CNEL. The following mitigation <br />measures will reduce this impact, but not below a less than significant level: <br /> <br />The applicant, in coordination with the City and Caltrans, shall construct a sound wall <br />between the parking lot and the Santa Ana Freeway. The wall shall be high enough to block <br />the line of sight between the average height of the high stack exhaust of a heavy truck and <br />average ear height. The soundwall shall be constructed with a material with a density of at <br />least 4 pounds per square foot, preferably concrete or concrete block. <br /> <br />Even with the soundwall, the impact would remain significant and unavoidable. <br /> <br />AIR QUALITY <br /> <br />Significant Effect <br /> <br />The development of the Discovery Science Center will contribute to cumulative emissions of ozone <br />precursors in Orange County, and possibly the entire South Coast Air Basin. <br /> <br />Finding <br /> <br />Finding 3: <br /> <br />Specific economic, social or other considerations make infeasible the mitigation <br />measures or project alternatives identified in the EIR. <br /> <br />Facts in Support of the Findine <br />Ozone is a regional pollutant, and the expected growth in this area, even without the proposed <br />project, would result in a significant increase in ozone precursor emissions. <br /> <br />Significant Effect <br /> <br />The intersections of Main Street and Edgewood Road, and Main Street and Santa Clara Avenue are <br />projected to operate at a level of service (LOS) E under cumulative project conditions.
