O8O <br /> <br />Facts in Support of the Finding <br />Based upon cumulative development anticipated for the north Main Street area, these two <br />intersections will operate at an unacceptable level of service which cannot be mitigated. <br /> <br />VII. MITIGATION MEASURES FOR IMPACTS CONSIDERED TO BE LESS THAN <br /> SIGNIFICANT <br /> <br />This section describes mitigation measures for those effects of the proposed Project which are <br />considered to be less than significant and that, therefore, are not required under CEQA. However, <br />these measures improve the Project and are acceptable under CEQA. Findings are not required for <br />the effects determined to be less than significant. <br /> <br />The impact categories determined to be less than significant and the mitigation measures <br />incorporated in the Project are described below. <br /> <br />WA TER QUALITY <br /> <br />Adherence to regulatory compliance requirements would ensure that no sho~t- or long-term impacts <br />to water quality occur. The following mitigation measure will help facilitate improvements of water <br />quality: <br /> <br />The project applicant shall comply with the Statewide NPDES Construction Permit by <br />preparing a Stormwater Pollution Prevention Plan (SWPPP), and the County-wide Municipal <br />NPDES permit by preparing a separate Water Quality Management Plant (WQMP). Prior <br />to the issuance of a building permit, the applicant shall submit to the City the SWPPP and <br />WQMP which will both identify the specific BMPs that will be implemented to control <br />pollutants in site runoff. <br /> <br />TR,4NSPOR T,4 TION/CIR CULA TION <br /> <br />The proximity of the regional bike trail along Santiago Creek to the proposed project would make <br />bicycling a reasonable alternative travel mode for visitors to the Center. This would be particularly <br />tree on weekends when families fi.om neighboring residential areas might choose to visit the Center <br />by bicycle. The following mitigation will help facilitate the use of the bicycle trail as an alternate <br />mode of transportation: <br /> <br />1. The applicant shall provide bicycle lockers onsite and access to the bike trail. <br /> <br />Both vehicular and bus traffic added to existing plus entitled projects would result in acceptable <br />levels of service C or better for area intersections. At buildout, the project would generate 86 a.m. <br />peak hour trips and 446 p.m. peak hour trips. The following mitigation measures will assist with <br />providiug fi~tt, rc area-wide traffic improvements: <br /> <br /> <br />
