Significant Effect <br /> <br />Noise associated with the operation of the trash compactor at the Orchard Supply Hardware store <br />could potentially impact five residences adjacent to and northeast of the project. <br /> <br />Noise associated with truck deliveries will exceed the allowable nighttime noise criteria of 50 dBA <br />and may create disturbances to residents. Calculations indicate the City's noise criteria can be met <br />with the construction of 8 foot screen walls on the north side of the loading docks where delivery <br />trucks will park and unload materials. <br /> <br />The operation of the rooftop mechanical equipment on each of the three retail buildings near the <br />north property boundary will not exceed the City of Santa Ana noise standard orS0 dBA at <br />nighttime periods. <br /> <br />Noise levels associated with outdoor paging used in the garden area of the Orchard Supply <br />Hardware store, retail buildings 2 and 3 and fast food restaurant at Pad A could impact residents <br />north and northeast of the site. <br /> <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in <br />the Final EIR. <br /> <br />Facts in Support of the Finding <br /> <br />There will be noise impacts during the life of the project due to the operation of mechanical <br />equipment, truck deliveries and activities normally associated with a shopping center. The <br />following mitigation measures will reduce long-term noise impacts to less than significant levels <br />when incorporated into the project: <br /> <br />The screen dock walls shall be a minimum of 8 feet high relative to the loading dock <br />elevation and the screen dock walls shall be 15 feet longer than the longest proposed <br />truck. <br /> <br />Speed bumps shall not be allowed along the northern most driveway. <br /> <br />8. Signs shall be posted on-site restricting vehicular speed to 5 MPH. <br /> <br />Signs shall be posted in the loading dock areas prohibiting the use of vehicle horns and <br />yelling. <br /> <br />Prior to installation and operation of any outdoor paging system for retail buildings 1, 2 or <br />3, an acoustical study will be prepared to confirm that any resultant noise impact on the <br />adjacent residential users does not exceed the City's noise criteria threshold of 55 dBA <br />during daytime periods.. <br /> <br />13 <br /> <br /> <br />
