128 <br /> <br />The general contractor shall suspend grading operations during first and second stage <br />smog alerts. <br /> <br />The general contractor shall suspend all grading operations when wind speeds (as <br />instantaneous gusts) exceed 25 miles per hour. <br /> <br />10. <br /> <br />The general contractor shall 11 maintain construction equipment engines by keeping them <br />properly tuned. <br /> <br />NOISE <br /> <br />Significant Effect <br /> <br />There will be a temporary increase in noise levels due to site grading, equipment operation and <br />building construction. Residents on the north side of the project will experience shielded noise <br />levels of 72-81 dBA when equipment is within 50 feet of the north property line. <br /> <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in <br />the Final EIR. <br /> <br />Facts in Support of the Finding <br /> <br />Episodes of high noise levels associated with construction activities will not be continuous <br />throughout the day. The significant effect has been reduced to a level of insignificance by virtue <br />the following mitigation measures identified in the Final EIR and incorporated into the project: <br /> <br />A construction traffic plan showing locations of equipment staging area and construction <br />employee parking shall be prepared and approved by the City Planning and Building <br />Division. All employee construction traffic shall be routed as far as possible fi.om the <br />residences along the north, northwest and northeast project boundary. <br /> <br />All outdoor construction activities shall be limited to the hours of 7:00 AM to 8:00 PM, <br />Monday through Saturday. No construction shall be permitted on Sunday or Federal <br />holidays. <br /> <br />All construction equipment, stationary or mobile, shall be equipped with properly <br />operating and maintained muffling devices. <br /> <br />Stationary construction equipment shall be placed such that emitted noise is directed away <br />fi.om residential land uses. Tempora~ noise barriers, enclosures or shrouds shall be <br />installed, when appropriate, to reduce noise emitted fi.om stationary construction <br />equipment. <br /> <br />Prior to the issuance ora grading permit, the project applicant shall construct a new 8 foot <br />high wall along the north property line contiguous to the existing 6 foot wall. The wall <br />must be solid top to bottom with no opening or decorative cut-outs. <br /> <br />12 <br /> <br /> <br />
