131 <br /> <br />The project will be required to provide parking area security patrols, but only at such time <br />a parking spaces are actually striped and available for public use on the west side of retail <br />building 3 north of the building storefront. Such patrols will be required only during the <br />hours from sundown until one-half hour after the stores close. Six months at, er <br />implementation and annually thereafter, this mitigation measure will be reviewed by the <br />Santa Ana Police Department for possible modifications based upon observations by the <br />property owner and review of Police Department ~ncident reports. <br /> <br />LIGHT AND GLARE <br /> <br />Significant Effect <br /> <br />The project will significantly increase the mount of light and glare generated from the site due to <br />parking lot lighting, advertising signs, security and safety lighting alon8 the rear (north side) of the <br />retail buildings. Depending upon the intensity and amount of shielding of project lighting, <br />residents adjacent to and north of the site could experience a significant increase in illumination <br />and lighting from tlie site. <br /> <br />The project will generate additional glare associated with automobiles and building windows. <br />Glare from the project is not anticipated to significantly impact residents adjacent to the site <br />because the existing block wall along the project boundary will interrupt glare extending to the <br />residences. <br /> <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in <br />the Final EIR. <br /> <br />Facts in Support of the Findin_~ <br /> <br />The potential impacts with nighttime lighting on the site, especially security lighting along the <br />northwest, north and northeast sides of retail buildings 1, 2 and 3 could impact those residents <br />adjacent to the project site. The incorporation of the following mitigation measures will reduce <br />the potential light and glare impacts to a level of insignificance: <br /> <br />The site plan shall be reviewed by the City Planning and Building Agency and the Police <br />Department for potential light impacts to those residential units adjacent to and northwest, <br />north and northeast of the site. <br /> <br />All project lighting shall comply with the City of Santa Aha Security Ordinance. <br />Lighting in close proximity to the light sensitive residential uses adjacent to the site shall <br />be directed on-site and shielded from extending directly off-site. <br /> <br />Prior to the issuance of a building permit, the project developer shall prepare a point by <br />point computerized photometric study showing the light trespass into the adjacent <br />residential neighborhood.
