The potential impact would be reduced to a less than significant level through the <br />implementation of the following mitigation measure: <br /> <br />The project applicant shall obtain a general plan amendment and zone change for the <br />northerly 65 feet of the property in order to allow development of the project as proposed. <br /> <br />EARTIt RESOURCES <br /> <br />Significant Effect <br /> <br />The project could be exposed to potential geotechnical constraints undetected during the <br />preliminary geotechnical investigation. <br /> <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in <br />the Final EIR. <br /> <br />Facts in Support of the Findin_~ <br /> <br />Although no active or potentially active fault traces are known to cross the project site, there <br />could be subsurface geotechnical constraints associated with development of the property. <br />Potential geotechnical impacts would be reduced to a less than significant level through the <br />implementation of the following mitigation measures: <br /> <br />A detailed geotechnical evaluation, including subsurface exploration and laboratory <br />testing shall be approved by the City of Santa Ana Planning and Building Agency prior to <br />issuance of a grading permit or construction permit, whichever is obtained first. The City <br />shall require, as appropriate, those measures identified in the geotechnical report for <br />incorporation into the project. <br /> <br />Prior to project construction, existing on-site improvements shall be evaluated and <br />reconunendations developed by the project geotechnical consultant to mitigate <br />against identified adverse geotechnical impacts. <br /> <br />Significant Effect <br /> <br />The potential for strong ground motions to occur at the site as a result of earthquakes on one of <br />the many faults in the region is significant. <br /> <br />Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />6 <br /> <br /> <br />
