385 <br /> <br />RESOLUTION NO. 98- 070 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ADOPTING AN <br />AGREEMENT BETWEEN THE CITY OF SANTA <br />ANA, COUNTY OF ORANGE, AND ALL OTHER <br />POLITICAL SUBDIVISIONS IN ORANGE <br />COUNTY TO FORM AN EMERGENCY <br />MANAGEMENT OPERATIONAL AREA IN <br />COMPLIANCE WITH TITLE 19 CALIFORNIA <br />CODE OF REGULATIONS, SECTION 2400 ET <br />SEQ., AND GOVERNMENT CODE SECTION <br />8550 ET SEQ. <br /> <br /> WHEREAS, Title 19 California Code of Regulations Section 2400 <br />et seq. And Government Code Section 8550 et seq. state that the <br />purpose of the Standardized Emergency Management System, hereafter <br />referred to as the ~SEMS Regulations", is to standardize response <br />to emergencies involving multiple jurisdictions or multiple <br />agencies; and <br /> <br /> WHEREAS, the Operational Area is one of the required <br />components of SEMS; and <br /> <br /> WHEREAS, the SEMS Regulations require the County government to <br />serve as the lead agency of the Operational Area unless another <br />member agency of the Operations Area assumes that responsibility by <br />written agreement with County government; and <br /> <br /> WHEREAS, the SEMS Regulations require the County Board of <br />Supervisors to establish an Operational Area by December 1, 1995; <br />and <br /> <br /> WHEREAS, the purpose of the Orange County Operational Area <br />Agreement is to provide for the mutual and cooperative handling of <br />the duties and responsibilities of the Operations Area; and <br /> <br /> WHEREAS, the Operational Area Agreement establishes an <br />Operational Area Council made up of representatives of each <br />Political Subdivision within the Orange County geographical area; <br />and <br /> <br /> <br />
