<br />Council heard Robert B. Webb, 10~ W. ~th Street, attorney for Santa Ana
<br />C~rcial Co., who cited various parts of the proposed contract which seemed
<br />vaguely defined and requested a postponement for further study of the contract.
<br />
<br />Robert S. Barnes, 1017 1~. Broadway, attorney for the Great Western Reclamation
<br />¢o., stated that the contract appeared satisfactory, and requested the Council
<br />to proceed with the call for bids.
<br />
<br />Dale Heinly, 611 W. 8th Street, suggested a cove~t limiting stock transfer,
<br />and a warranty by each stockowner that he owns the stock for his own investment
<br />and is not holding it for a~y other person.
<br />
<br />Mrs. Janice Boer, 912 N. Lowell, asked how many firms had been consulted for
<br />suggestions before the specifications were prepared. The City Manager replied
<br />that the experience gained frem existing specifications, the specifications of
<br />other cities in California and books by experts in the field had been used as
<br />resources; that information was sought frem two primary companies, with one
<br />responding.

<br />John Ackles, 1217 Rita Way, expressed surprise that collectors of refuse in
<br />surrounding areas had not been notified of the proposed bidding. The City
<br />Manager explained that as soon as the call for bids was approved by the Council,
<br />the contract would be advertised publicly.
<br />
<br />Mrs. Robert Baxter, 2~0~ So. T.~-da Way, asked the purpose of having an open
<br />bid, and was told by the Vice-Mayor that the City government operates as a
<br />public agency and is not in a position to refuse a request for open bidding.
<br />
<br />Ada~ Schleining, present contract holder, discussed the possibility of the
<br />dumps being closed at night and then withdrew his c~a~any's objections to
<br />the specifications.
<br />
<br />On motion of Councl~-~- Harvey, seconded by Council--- Schlueter and carried,
<br />Council approved the specifications suhaitted by the City Manager with
<br />a~endments to be added to said specifications, as follows:

<br />the City for refuse collection shall transfer, assign, sell
<br />or otherwise convey any stock owned byhimat the time said
<br />corporation filed its proposal, Without first obtainin~ the
<br />consent of the City Council; except by gift to a member of
<br />
<br />City Council
