433 <br /> <br />RESOLUTION/NO. 98- 0 $ 0 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND <br />RESOLUTION NOS. 82-110, AND 96-095 TO EFFECT CERTAIN CHANGES TO THE <br />CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS, AND TO AMEND THE <br />CURRENT ANNUAL BUDGET TO REALLOCATE CERTAIN POSITIONS. <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the <br />City Manager to prepare, install and maintain a position classification and pay plan subject to civil <br />service rules and regulations and the approval of the City Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 <br />revising and re-establishing the Basic Compensation and Compensation Plan for all officers and <br />employees of the City of Santa Ana; and on November 18, 1996, passed and adopted Resolution No. 96- <br />095, establishing the Basic Classification and Compensation Plan for unrepresented classes of <br />employment designated as Administrative Management; and <br /> <br /> WHEREAS, on May 18, 1998, the City Council passed and adopted Ordinance No. NS-2348, <br />which establishes the City's Budget authorizing position allocations for Fiscal Year 1998-99, and which <br />sets forth the requirement that alterations in the allocations of authorized positions be reviewed and <br />approved by the City Council; and <br /> <br /> WHEREAS, to ensure the effective delivery of Information Systems services city-wide, the City <br />has acquired state of the art computer hardware and software; and <br /> <br /> WHEREAS, due to the highly competitive job market for trained computer professionals, the City <br />has been unable to attract and retain qualified Information Systems staff; and <br /> <br /> WHEREAS, the Executive Director of Finance and Management Services and the Police Chief <br />now propose to enhance the City's competitive position in the job market for experienced computer <br />professionals by adjusting the pay levels assigned to certain Information Services classifications; and <br /> <br /> WHEREAS, it is now desired to amend Resolution Nos. 82-110 and 96-095, and the Fiscal Year <br />1998-99 Budget, in order to effect these changes. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA: <br /> <br />1. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: <br /> <br />a. changing the existing class title of Computer Programmer Analyst to Programmer <br /> Analyst, at no change in salary rate range. <br /> <br /> <br />
