459 <br /> <br />RESOLUTION NO. 98-08 5 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO <br />AMEND RESOLUTION NO. 82-110 TO EFFECT CERTAIN CHANGES TO THE <br />CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN, AND TO <br />AMEND THE CURRENT ANNUAL BUDGET TO REALLOCATE CERTAIN <br />POSITIONS. <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position classification and pay plan <br />subject to civil service rules and regulations and the approval of the City Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82- <br />110 revising and re-establishing the Basic Classification and Compensation Plan for all officers <br />and employees of the City of Santa Ana; and <br /> <br /> WHEREAS, on May 18, 1998, the City Council passed and adopted Ordinance No. NS- <br />2348, which establishes the City's Annual Budget authorizing position allocations for Fiscal <br />Year 1998-99, and which sets forth the requirement that alterations in the allocations of <br />authorized positions be reviewed and approved by the City Council; and <br /> <br /> WHEREAS, periodic review of the Basic Classification and Compensation Plan and the <br />findings from various classification and compensation studies reveal the need to effect certain <br />changes to the Plan and to reallocate certain positions; and <br /> <br /> WHEREAS, in order to provide critical information on fire prevention to school children, <br />community groups and the elderly, the Fire Chief proposes to create the classification of Fire <br />Education Specialist and to re, allocate one Fire Safety Specialist I position in the Annual Budget; <br />and <br /> <br /> WHEREAS, the Executive Director of Community Development has identified the need <br />to create a single position classification to supervise the Downtown District parking meter <br />operations, and to reallocate one Parking Meter Technician II position in the Annual Budget; and <br /> <br /> WHEREAS, it is now desired to amend Resolution No. 82-110, and the Fiscal Year <br />1998-99 Annual Budget, in order to effect these changes. <br /> <br /> <br />
