RESOLUTION NO. 1999-01D <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ESTABLISHING THE <br />SOUTHSIDE PERMIT PARKING DISTRICT <br /> <br /> WHEREAS, section 22507 of the Vehicle Code of the State of California <br />authorizes a city to prohibit stopping, parking or standing of vehicles on certain <br />streets and to establish a permit system exempting residents, merchants and <br />guests from the prohibition; and <br /> <br /> WHEREAS, pursuant to Article XI (commencing with Section 36-480) of <br />Chapter 36 of the Santa Ana municipal Code, the City Council of the City of <br />Santa Ana is authorized to adopt a resolution establishing Permit Parking <br />Districts wherein parking restrictions apply to all vehicles except vehicles which <br />have been issued parking permits pursuant to said Article; and <br /> <br /> WHEREAS, this Council finds and determines that the Southside <br />residential neighborhood is in need of a Permit Parking District in order to <br />protect its integrity against excessive on-street parking. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. The Southside Permit Parking District is hereby established, to <br />consist of that area of the City of Santa Ana bounded on the north by Edinger <br />Avenue, on the east by the Southern Pacific Transportation Company railroad <br />right-of-way, on the south by Warner Avenue, and on the west by Main Street, <br />as more particularly depicted in Exhibit "A,' attached hereto and incorporated <br />herein by reference; provided said district does not include any street on its <br />outer boundary. <br /> <br /> 2. The parking restrictions imposed pursuant to said Article XI and <br />this Resolution shall apply to any block within the Southside Permit Parking <br />District only after a petition signed by the owners of sixty six percent (66%) or <br />more of the residential lots abutting such block have filed a petition with the <br />Executive Director of the Public Works Agency expressing their desire for such <br />parking restrictions, and after signs indicating the parking restrictions on such <br />block have been erected in accordance with said Article XI. <br /> <br /> 3. No person shall park any vehicle at any time on any portion of any <br />street within the Southside Permit Parking District as to which signs have been <br />erected indicating the application of permit parking restrictions, except persons <br />and vehicles exempted from such parking restrictions pursuant to said Article XI <br />and this resolution. <br /> <br /> <br />
