MINUTES OF THE SPECIAL ~mm~z'ING <br /> OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />Ju~ ~, 1963 <br /> <br />The meeting was called to order at 7:30 p.m. in the Council Chambers, City Rail, <br />217 North Main Street, Santa Aha, California. Roll Call was answered by CounciZ~en <br />Royal Hubbard, Harry Harvey, James Gilmore, Henry Schlueter, and Mayor Hall. <br />Mayer Hall led the Pledge ef Allegiance to the Flag. <br /> <br />CLEItX'S REPORT The Clerk reported that notice of the <br /> special meeting was mailed to each <br /> Councilman ~n July 19, 1963, and submitted <br /> a Certificate of Mailing Notice of <br /> Special Meeting. It was moved by Councilm-n Hubbard, seconded by Councilm~n <br /> Schlueter and carried, that the Certificate be received and ordered filed. <br /> <br />ANNUAL B~DGET, 1963-64 <br /> <br />Mayor Hall opened the hearing cm the <br />proposed A-~,lal Budget for Fiscal Year <br />1963-64. Council then heard e.-,..-ents em <br />the proposed budget as follows: <br /> <br />Mr. H. L. Winter, President of the Downtown Association, 331 Spurgec~ Building, <br />submitted a letter fr~n the Downtown Association regarding the expenditure <br />proposed for the City Attorney's Office; the allocaticm of $80,000 for off-streot <br />parking for the Bowers Museum; the transfer of funds fram the Parkin~Mater Fmnd; <br />the lack of allocation for downtown street lighting; and the need for funds to <br />improve East Fourth Street to the Santa Aha Freeway and to widen and improve <br />East Fourth Street frcm the Santa Ana Freeway to TustinAvenue. The lmtterwas <br />received and ordered filed on motion of Councilman Hubbard, seconded by C~uncilman <br />Gilmore and carried. <br /> <br />Upon request by the Mayor, the City Manager c~nted on each point. Regarding <br />the City Attorney's Office, an allocation for l~tential expenditures for special <br />counsel in ~uusual circumstances is necessary; that for many years the proposed <br />amount has been cc~asiderably higher than that expended; that the per capita <br />spending for the Attorney's Office is probably the lowest in any Or~-Ee County <br />city. Regarding the Parking Mater Fmnd, that there is really a small amount of <br />money available each year after the cost of maintenance, etc. and that the City <br />has followed the premise that it is to the advantage of the City to transfer <br />the funds to an active use, such as in capital investment, rather than to allow <br />the funds to remain idle by ac~,mw,:lation, unless the Council were to decide to <br />use it for a specific project, in which case it should be acc~lated to the <br />amount needed and used. Regarding Street I~provaments, that except in open <br />territory it is necessary to acc,,-m-~late and expend a cansiderable amount of <br />money for procurement of right of way and that it would be senseless to set aside <br />the project after a great amount of money has been expended; therefore, it <br />requires expenditures for two or three years in kee~ing two major street progr-m= <br />going. <br /> <br />Mrs. Janice Boer, 912 N. L~well, asked why a list of Department Heads an~their <br />salaries were not included as a part of the budget; suggested the use of a tape <br />recorder for Council maetin~; c~.~,ented on the lower incc~ estimated fr~a the <br />Municipal Bowl and asked if schools c~uld Be requested to cantribute more; <br />questioned the necessity for $~0,000 parking lot for Bowers Museum when it seats <br />only about 100 people; c~*-.ented on lack of street improvements in nertheaot and <br />northwest sections of City; suggested possibility of hiring specialist fulltime <br />for Attorney's office and asked if $10,000 allocation was for special counsel <br />employed for Newport-Dyer ---exatima preceedinge; questioned advisability of <br />dropping motorcycle officers te six and provisiem for only one policew?~a~; <br />suggested possibility of City handling own compensation insurance; questioned <br />expenditure for Office of Director of Civil Defense and possibility of consolidating <br />with Fire Department; endorsed rotenticm of crossing guards; suggested employing <br />systems and procedures specialist with view to cutting printing an~ binding costs. <br />City Council -161- July ~, 196~ <br /> <br /> <br />
