<br />ABATEMENT Superintendent's Report of costs for
<br /> weed abatement. The Clerk reported
<br /> that notice of the hearing was posted
<br />as required by law and submitted the Street Superintendent's Certificate of
<br />Posting. It was moved by Councilman Hubbard, seconded by Councilman Schlueter
<br />and carried that the Certificate be received and ordered filed. There being no
<br />response to the Mayor's call for objections, the hearing was closed.

<br />Walter Collymore, ~801 Hayward Drive,
<br />Placentia, read a statement regarding
<br />racial problems in Santa Ana and
<br />presented Resolutions for City Council
<br />adoption.
<br />
<br />Walter Morton, 1245 Siesta, Anaheim, read a commmmication from the Orange
<br />County Chapter, American Civil Liberties Union, requesting all legislative
<br />representatives to discuss these problems.

<br />Ron Rankin, representing Equal Economic Opportunities of California, 1071
<br />Turndale Road, LaHabra, read a statement of the organization's policy and quoted
<br />from a letter mailed to persounel director regarding equal employment opportunities.
<br />Re also read a response by Stanley Bates, Personnel Manager of the Townsend
<br />Company.
<br />
<br />Herbert Burgess, 1706 W. Myrtle, stated in making survey, he noticed no difference
<br />in homes of whites and negroes.
<br />
<br />Council also heard comments in support of the proposals from Mrs. Priscilla
<br />McCoy, 11472 Candy Lane, Garden Grove, a member of the Orange County Chapter of
<br />the NAACP, and Scotty Williams, 1420 West Third. .

<br />Mayor Hall informed the group that as a result of the meetings with the Board
<br />of Realtors, Mr. Redman has undertaken the temporary chairmanship tO set up a
<br />committee of citizens, representative of the cu~m~uity to study any problems
<br />of minority groups. It was the opinion of the City Council that the provisions
<br />of the City Charter already prohibited any discr~mfnation because of race,
<br />religion or political opinion.

<br />Dick Loughlin, speaking for the Santa Ana-Orange-Tustin Board of Realtors, report-
<br />ed that the Hl,m,n Relations Committee had met three times with the NAACP, but
<br />was no longer effective as a trade association since it is a much broader program
<br />than can be covered by two individual organizations; that the Board of Realtors
<br />would be opposed to creating a c.~.~-lssion inasmuch as it is a social problem
<br />and not legislative.
<br />
<br />Speaking in favor of the proposals were Richard Pretheridge, 721 S. Goldenwest,
<br />Thelma Frame, 621 S. Daisy, Alvin Heiser, 606 S. Townsend, Rev. Vinson, 1205
<br />W. 2nd, and Ray Hawkins, 910 S. Townsend. Charles Schlegel, Santa Aha attorney,
<br />objected to an approach from a legislative point, but supported the formation
<br />of a volunteer group.
