On motio~ of Counci~an Hubbard, seconded <br />IMPROV~E~T by Co~ci~ Schlueter ~d ca~ied, <br /> C~cil received and ordered filed a repo~ <br /> of bids received for the const~ction of <br />street ~provements ~ Sutliv~ Street no~h of Willits Street; approved <br />award of contract to Herz-~eric~ ~ the ~nt of $5,472.00; ~d rejected <br />all other bi~. <br /> <br /> ~CAST IRON PIPE On motion of Counci~ Hubbard, seconded <br />.~ by C~uncilman Gilmore and carried, Council <br /> received and ordered filed a report of bids <br /> received for furnishing cast iron pipe and <br /> pipe fittings; approved award of contract to United States Pipe & Foundry <br /> Company at prices specified for each sizes and rejected all other bids. <br /> <br />GASOLINE <br /> <br />On motion of Councilman Hubbard, seconded <br />by Councilman Gilmore and carried, Council <br />postponed awarding of bid for furnishing <br />gasoline for fiscal year 1963-64 until <br />August 19, 1963. <br /> <br />ELECTRICAL LAMPS On motion of Councilman Hubbard, seconded <br />~ by Councilman Schlueter ~ud carried, <br /> Council received ~ud ordered filed a report <br /> of bids received for furnishing electrical <br />lamps for fiscal year 1963-6~; approved award of contract to Electric Supplies <br />Distributing Ce~pauy; and rejected all other bids. <br /> <br />APPEAL APPLICATION 9© Mayor Hall opened the hearing on Appeal <br />FACTORY DEVELOI~I' Application 90, filed by Factory Development <br />COP~OP~TION Corporation from the Planning Commission's <br /> denial of Conditional Use Pemit 152 to <br />construct a 130,000 sq. ft. discount department store and gas station on M-1 <br />property at the northeast corner of Warner and Harbor Boulevard. <br /> <br />The Clerk reported that notice of the hearing was mailed as required by law, <br />and that letters in opposition to the application had been received from the <br />following: <br /> <br /> Lukens Drive-In Dairies, (James Lukens) 1836 W. Edluger <br /> Roger M. Laverty, Jr. Vice President, Thriftimart, Inc. <br /> 1837 S. Vermont Ave., Los Angeles <br /> William D. Clark, 812 N. Rroadway - owner 2 acres <br /> industrially zoned laud on w/s Susan St., north <br /> of ~arner <br /> N. L. Minter, Manager Downtown S. A. Assoc. <br /> <br />Om motion of Councilman Harvey, seconded by Counci~ma~ Hubbard and carried, <br />the letters were received and ordered filed. <br /> <br />Dale Heinly, 611 M. 8th Street, attorney for applicant, referred to the booklet <br />previously furnished to Council, and made the following points: <br /> <br />Kilr~y ~wns or controls substantial portion of property in area. Some <br />of proposed uses would be allowed in M-1 District. Building would be <br />well landscaped and set back from Harbor so as not to obstruct the <br /> <br />CIT~ COUNCIL - 165 - August 5, 1963 <br /> <br /> <br />
