view of industrially zoned area. Proposed development would not create <br />as much a traffic problem as another industrial use because peak hours <br />would differ from industrial uses. Strip zoning would not result since <br />Kilroy controls north side of Warner and Standard Pressed Steel and <br />Segerstrcms control south side. Proposed use would be objectionable <br />in any other zone except agricultural. Advantages of sales, property, <br />and gas tax revenue. Stmflar establishments in industrial areas of <br />other cities have caused no problems. <br /> <br />Mr. Heinly noted that proposed plans of frontages and parking layout had <br />been submitted; that two driveway openings would be required on Warner; and <br />that the applicant would object to paying $4,900.00 for the improvement of <br />Harbor Boulevard. <br /> <br />Milford W. Dahl, kO1 W. 8th Street, representing C. J. SegerstrCm and Sons, <br />largest single property owner, and industrial occupants in area zoned M-1 on <br />map shown on wall, all of whom objected to the proposal. Ted Adsit, 627 Rock- <br />ford Road, Corona Del Mar, professional planner for Segerstroms, spoke in <br />opposition to the application and presented exhibits as follows: Oranse <br />Count~ Industrial Land Demand - urging the City of Santa Aha to maintain its <br />industrial zoning; noting that the C.M.A. was built in an industrial zone of <br />Anaheim and that recently five of the fifteen industrial plants around it were <br />empty and for lease. Master Plan of Industries in Anaheim - showing plans <br />made to provide for 23 per cent of industrial acreage in Orange County by <br />1980. Santa Aha Industrial Areas - application is in prime industrial area <br />because of present and proposed freeway locations~ showed areas owned by <br />aPPlicant and Segerstrnm-. Se~erstrom Industrial District - listing ten <br />requirements for developing and promoting an industrial district and submitting <br />that a retail discount department store is undesirable use and detrimental to <br />development of Segerstrem Industrial District. Land Use Aerial Map - showing <br />12 acres proposed for discount house, remainder of property owned by applicant, <br />and Segerstrem Industrial District. Submitted pictures of Voit Rubber Company, <br />Collins Radio, Micrnm-tic, Western Semiconductors, Standard Pressed Steel <br />Company, and Harbor Boulevard as it is orderly developed in southern industrial <br />area and how it differs from commercially developed northern portion. It was <br />moved by Counc~lm-- Hubbard, seconded by Councilman Schlueter and carried that <br />the pictures be received and ordered filed. <br /> <br />Mr. Dahl submitted letters opposing the application from W. J. Voit Company, <br />Standard Pressed Steel, Collins Radio, Colman Electronics, Micromatic, Western <br />Semiconductors, Inc., W. D. Schock Company, R. C. Can C~mpany, and Hallicrafters <br />Company, statiug that they represented all industries in area and that rep- <br />rem~a~e~xma.~. ~.~ ~e f~m~ s~m~z~mg .~-~=rs were present. It was <br />moved by CounciLman Hubbard, seconded by Councilman Schlueter and carried that <br />the letters be received and ordered filed. Mr. Dahl concluded his presentation <br />by asking the Council to follow the conclusion of the Planning Commission, who <br />had studied the matter thoroughly, and deny the application. <br /> <br />Mr. Heinly made rebuttal statements regarding the following: The Planning <br />Co~ission report indicated they were not making denial on merits because this <br />was a policy decision for the City Council. If the proposed use of property <br />on the corner of Harbor and Warner is detrimental to industrial area, then the <br />C-1 property owned by Segerstroms is also detrimental; that the breaking down <br />of industrial area is not the issue; that Kilroy desires to maintain the integrity <br />of the industrial area as much as anyone. Regarding the C.M.A. store, that <br />there is only one vacant building ~ecause Mr. Kilroy controls that area. That <br />the proposed operation will not interfere with one of the ten operations listed <br />as requirements for the industrial district. Noted that letters of protests <br />should be within 300 foot radius of application. That the Pl-nning Department <br />and Commission made no recnmmendation as they are in disagreement with respect <br />to location of discount houses. That applicant is entitled to put development <br />someplace. <br /> <br />Mrs. Janice Boer, 912 N. Lowell, noted that most housewives do not go to grocery <br />store between 6:30 and 7:30 p.m.~ that the signalized intersection at Warner <br />and Harbor will need a storage area for left turning; and that traffic coming <br />south and coming from the west will be blind.
