227 <br /> <br />RESOLUTION NO. 3-999-037 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND <br />RESOLUTION NOS. 82-110 AND 85-27 TO REFLECT NEGOTIATED CHANGES IN <br />LISTINGS OF PART-TIME TITLES, ADD ONE UNAFFILIATED AND TWO <br />REPRESENTED PART-TIME TITLES, AND PROVIDE RECOMMENDED PAY <br />INCREASES FOR ALL UNAFFILIATED PART-TIME TITLES FOR FISCAL YEARS <br />1998-99, 1999-00, AND 2000-01. <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position classification and pay plan <br />subject to civil service rules and regulations and the approval of the City Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. <br />82-110 revising and re-establishing the Basic Classification and Compensation Plan for all <br />officers and employees of the City of Santa Ana; and <br /> <br /> WHEREAS, on February 4, 1985, the City Council passed and adopted Resolution No. <br />85-27 establishing the exempt class of Management Intern in the office of the City Manager, <br />and <br /> <br /> WHEREAS, on July 20, 1992, the City Council passed and adopted Resolution No 92- <br />071, which amended Resolution No. 82-110 to set forth wage rates for Unaffiliated and <br />Represented Part-Time titles, respectively; and <br /> <br /> WHEREAS, the City Council has approved a Memorandum of Understanding with the <br />Santa Ana City Employees/Service Employees International Union showing an adjusted listing <br />of Represented Part-Time class titles and providing an across-the-board three and one-half <br />percent (3.5%) base wage increase for Represented Part-Time employees effective June 11, <br />1999; an additional three and one-half percent (3.5%) increase effective July 1, 1999; and a <br />third increase based on the Consumer Price Index (CPI) effective July 1, 2000; and <br /> <br /> WHEREAS, it is now proposed to provide Unaffiliated Part-Time employees an <br />equivalent increase in base wages as outlined above, and to set forth corresponding wage rates <br />in the basic classification/compensation plan for both Unaffiliated and Represented Part-Time <br />classification titles; and <br /> <br /> WHEREAS, the Executive Director of Finance and Management Services proposes the <br />addition of the Part-Time Unaffiliated classification title of Budget Intern, to provide part-time <br />temporary support in the Budget Office; and <br /> <br /> <br />
