RESOLUTION NO. 1999-051 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING CONDITIONAL <br />USE PERMIT NO. 99-17 TO ALLOW A <br />PROFESSIONAL TRADE SCHOOL USE LOCATED <br />AT 3651 WEST SUNFLOWER AVENUE <br /> <br /> WHEREAS, the Planning Commission held a public hearing on <br />July 26, 1999, on Conditional Use Permit Application No. 99-17, to <br />allow a professional trade school use located at 3651 West <br />Sunflower Avenue. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Based upon the evidence submitted at the abovesaid <br />hearing, this Council finds and determines as follows: <br /> <br />Will the proposed use provide a service or facility, which <br />will contribute to the general welfare of the neighborhood <br />or community? <br /> <br />The development of the art institute, as conditioned, <br />will establish an educational facility, which provides <br />needed instructional and cultural opportunities for the <br />surrounding community. <br /> <br />B o <br /> <br />Will the proposed use under the circumstances of the <br />particular case be detrimental to the health, safety or <br />general welfare of the persons residing or working in the <br />vicinity? <br /> <br />The new art institute, as conditioned, is not <br />anticipated to present any detrimental affects to the <br />persons residing or working in the area. Parking <br />concerns are addressed due to the unique nature of the <br />use and through conditions imposed restricting the <br />applicant to the use of the building to the floor plan <br />submitted and approved in DP No. 99-40. Any <br />anticipated impacts to health, safety or welfare are <br />sufficiently mitigated through the conditions of <br />approval imposed on this project. <br /> <br />Will the proposed use adversely affect the present economic <br />stability or future economic development of property in the <br />surrounding area <br /> <br />The proposed art institute development, as conditioned, <br />is not anticipated to create any negative or <br />detrimental impacts on the economic viability of the <br />surrounding area. This unique development should <br />provide a positive addition to the surrounding area, <br /> <br /> <br />
