49 <br /> <br />RESOLUTION NO. 2000-015 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE ESTABLISHMENT OF <br />THE WORKFORCE INVESTMENT BOARD, APPOINTING <br />MEMBERS THERETO, AND DISSOLVING THE PRIVATE <br />INDUSTRY COUNCIL <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES HEREBY RESOLVE <br />AS FOLLOWS: <br /> <br />Section 1. The City Council hereby finds, determines and declares as follows: <br /> <br />On February 28, 1986, the City of Santa Ana was designated a Service <br />Delivery Area ("SDA") by the Governor for the purposes of carrying out the <br />provisions of the Job Training Partnership Act ("JTPA"). <br /> <br />On February 23, 1987, the City entered into the controlling agreement with <br />the Private Industry Council ("PIC") that defined the roles and <br />responsibilities of each party with regard to the JTPA. <br /> <br />The Workforce Investment Act of 1998, Public Law 105-220 ("WlA"), which <br />will take effect on July 1, 2000, will replace the JTPA programs with WIA <br />programs. Under WIA, the Governor, in conjunction with the California <br />State Workforce Investment Board, designates the local workforce <br />investment areas. The City of Santa Ana received such designation at the <br />January 28th State Board meeting. The WIA states that there shall be a <br />local Workforce Investment Board ("WIB") established in each area that will <br />set workforce policy for that local area. Once the WIB is established, the <br />PIC shall be dissolved as the WIA replaces the JTPA. <br /> <br />The purpose of the WlB shall be to oversee a local cooperative relationship <br />with the City that will most effectively satisfy the labor demand needs of the <br />business community. <br /> <br />The WIA provides that individuals who serve on the Board are to be <br />appointed by the appropriate representative or representatives of the local <br />public agency, with categories of membership as prescribed by the WIA. <br />The WIA states that membership of each local board shall include the <br />following, with the majority of the individuals serving on the Board and the <br />Chair coming from the private sector: <br /> <br />2. <br />3. <br />4. <br /> <br />Representatives of business in the local area; <br />Representatives of local educational entities; <br />Representatives of labor organizations; <br />Representatives of community-based organizations <br /> <br />(including <br /> <br />Resolution No. 2000-015 <br /> Page 1 of 3 <br /> <br /> <br />
