50 <br /> <br />organizations representing individuals with disabilities and veterans); <br />Representatives of economic development agencies; <br />Representatives on behalf of the mandated one-stop partners. <br /> <br />The pdvate sector members have been nominated by both the Chamber of <br />Commerce and the Southland Economic Development Corporation, and the <br />public sector nominations have been issued by the respective <br />organizations. <br /> <br />The Mayor and City Council have reviewed the nominating letters along with <br />the members' resumes in order to ratify the nominations. <br /> <br />The Executive Director of the Community Development Agency and City <br />Attorney shall prepare and serve proper notice upon the PIC to terminate <br />the above-referenced agreement of February 23, 1987, as required by <br />section 12 thereof, due to the fact that the City will no longer be an SDA <br />under the JTPA because the WIA shall take effect on July 1, 2000. <br /> <br />The establishment of the WIB is necessary in order to bring WIA funds into <br />the City of Santa Ana. <br /> <br />Section 2. The Workforce Investment Board is hereby established pursuant to the <br />Workforce Investment Act in order to insure the involvement of the business and <br />industrial community, including small businesses, minority business enterprises, <br />education, labor organizations, economic development agencies and one-stop delivery <br />system partners in workforce investment activities. <br /> <br />Section 3. The Mayor and City Council, after review of the private and public sector <br />nominations for membership, ratifies such nominations and establishes the initial <br />individuals to serve on the Board of the Workforce Investment Board. Hereafter, the <br />individuals who serve on the Board shall be appointed and may be removed and <br />vacancies may be filled by the Mayor and City Council by motion as provided by section <br />901 of the City Charter, to the extent that such Charter provisions do not conflict with the <br />WIA. <br /> <br />Se~ion 4. Pursuant to section 12 of the February 23, 1987 controlling agreement <br />between the City and the PIC, the Private Industry Council is hereby dissolved of all <br />duties and responsibilities, and the newly established WIB shall act on behalf of the PIC <br />until the WIA takes effect on July 1, 2000. <br /> <br />Section 5. If any section, subsection, sentence, clause, phrase or word of this <br />Resolution is for any reason held to be invalid by a court of competent jurisdiction, such <br />decision shall not affect the validity of the remaining portions of this Resolution. The <br />City Council hereby declares that it would have passed and adopted this Resolution, <br />and each and all provisions hereof, irrespective of the fact that one or more provisions <br />may be declared invalid. <br /> <br />Resolution No. 2000-015 <br /> Page 2 of 3 <br /> <br /> <br />
