299 <br /> <br />RESOLUTION NO. 2000-060 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO. 82-110 TO <br />EFFECT CERTAIN CHANGES IN THE CITY'S BASIC <br />CLASSIFICATION AND COMPENSATION PLAN AND TO <br />AMEND THE CURRENT ANNUAL BUDGET TO <br />REALLOCATE TWENTY POSITIONS <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position classification and <br />pay plan subject to civil service rules and regulations and the approval of the City <br />Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution <br />No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan <br />for all Officers and Employees of the City of Santa Ana; and <br /> <br /> WHEREAS, on June 19, 2000, the City Council passed and adopted Ordinance <br />No. NS-2431, which establishes the City's Annual Budget authorizing position <br />allocations for Fiscal Year 2000-2001, and which sets forth the requirement that <br />alterations in the allocation of authorized positions be reviewed and approved by the <br />City Council; and <br /> <br /> WHEREAS, in 1998 Congress passed the Workforce Investment Act (WIA), <br />which effective July 1, 2000 replaced the 1982 Job Training Partnership Act (JTPA) as <br />the mandate for implementation of the City's workforce development programs at the <br />Santa Ana WORK Center; and <br /> <br /> WHEREAS, the WORK Center's classification structure is currently modeled to <br />reflect the requirements of the old JTPA program; and <br /> <br /> WHEREAS, to comply with the requirements of the new WIA legislation, it is <br />proposed that the WORK Center classification/compensation structure be modified to <br />allow for maximum efficiency and responsiveness in meeting WIA program goals, while <br />at the same time ensuring that pay rates assigned to each class title in the new four <br />level classification series are internally equitable and commensurate with the scope, <br />complexity and level of responsibility of duties performed; and <br /> <br /> WHEREAS, WIA funds have been received through designation of the City as a <br />Workforce Investment Area, and <br /> <br /> WHEREAS, the Executive Director of the Community Development Agency <br />proposes that the pay level assigned to Graphics Supervisor be adjusted in order to <br />recruit and retain qualified applicants for this new position title; and <br /> <br />Resolution No. 2000-060 <br /> Page 1 of 4 <br /> <br /> <br />
